I'm contemplating organising some form of Clear Sky Clock specific to
the Australian region.

A friend of mine here in Australia has great experience in accessing
NCEP data for his professional meteorology work. He already has most
of the code needed to access any NCEP data required to generate some
form of Astronomy Weather Conditions advice for Australia.

Whilst he can make some educated guesses on which data fields would be
incorporated into such a forecast, we are wondering if this
information is already publicly available?

Is there a simple algorithm x+y+z/2 = good seeing that's not
copyrighted and is able to be shared?
