The old radiation package had a known cold bias and the new CCMRAD
radiation does improve temperature and wind forecasts. When we talk about
radiation, it includes moisture and cloud as well where new physics are
now used in the model. In other words, the cloud cover schemes code is
brand new and we have to assure it is at least as good as the old one.

The new radiation model opens the door to assimilate new type of data from
orbiting satellite which was impossible in the old radiation. Since
satellite data represent 95% of the data over the oceans, this is the
reason why we see better scores over both oceans, thus over eastern and
western provinces/states.

Improving the model, like increasing the horizontal resolution will have
an impact on clouds and sometimes we have to rewrite or validade some
physic codes including the cloud.
