Dear all,
The drafting committee has done a very good
and much needed job in expanding the focus and orientation of the forest
policy, and greatly modernized the approach to e.g. NTFP, CBNRM, and watershed
management. However, most of the
forestry-related development problems are not within the forestry sector
itself, but in the relation to other sectors, such as agriculture (incl. Tseri),
livestock, infrastructure, and construction. A forest sector policy cannot be expected to tackle these issues, and stay safely within the institutional
mandate of the Department of Forests.
I therefore fear that many of the long
standing conflicts and ambivalent policies will continue. The question is whether

Please refer to the NCD Workshop Resolution 7.2
Circulate copies of draft National Forest Policy to all
relevant stakeholders for review and comments by end of
June 2009
As per the instruction and request from PPD, MOA, I am
supposed to circulate the same. Please send in your
comments at least in two weeks time to be submitted to PPD
for incorporation/ discussion/ follow up.
I would like to avail of this opportunity to reiterate the
importance of our contribution to the NFP which will guide
our strategies to conservation and development goals.
Therefore, please treat this as urgent as resolved by the
workshop and requested through me by PPD, MOA.
Since we anticipate many comments and for our easy review
and incorporation, kindly use a separate sheet for
comments instead of comment tool bar. Please do not
replace or rewrite the sentences in the original draft
which will not be accepted.
