I'm pretty certain they are not the larvae of a fly, Tachinid larvae are all
internal parasites of larvae as far as I know. Why not rear them out and see
what they turn into?

I assume they are parasites, fly most likley. I am rearing large and small white
caterpillars and found one of my small white caterpillars yesterday had same
green bugs as you had and I found a small fly in area I was rearing, I quickly
removed it and got rid of parasites, the caterpillar died though, so I assume
the eggs were laid in the caterpillar and the heat made them hatch and they
started to feed on it. After I got rid of them, I found no other problems since.
I don't know exatly what the green grubs are, but I assume some sort of fly.
