      1. FW: Nov. 8, 2005 - EESI Congressional Briefing "Climate Change, G8+5 and COP/MOP"
From: "Berc, Jeri - Washington, DC" jeri.berc@...

        *EESI Briefing Announcement*

        From the G8+5 to COP/MOP:

How Countries Are Seeking to Address Climate Change Together

        Tuesday, November 8, 2005

        2:00 – 3:30 p.m., 124 Dirksen Senate Office Building

The Environmental and Energy Study Institute invites you to a briefing to hear from Canadian and British government representatives regarding international discussions occurring this month to address climate change through long-term cooperative action.

        Speakers will be:

Jim Reilly, Senior Energy and Environment Advisor, British Embassy

Sharron-Lee Smith, Director General, International Policy Division, Global Climate Affairs, Environment Canada

(Ms. Smith will be accompanied by Jean Boutet, Senior Departmental Policy Advisor, Office of Stephane Dion, Minister of the Environment, Chair of the United Nations Climate Change Conference in Montreal.)

Pursuant to the G8 Summit held in Gleneagles in July and hosted by the British government, on November 1, member countries of the G8 (Britain, Canada, France, Germany, Italy, Japan, Russia and the United States) and five major developing countries experiencing rapid economic growth (Brazil, China, India, Mexico and South Africa) met to begin a dialogue on implementing a “new paradigm for international cooperation” in tackling global climate change.  Representatives will explore how best to exchange technology, reduce emissions, and meet global energy needs in a sustainable way in accordance with the G8 Conference Plan of Action on Climate Change, Clean Energy and Sustainable Development.  Complementary to these goals, the G8+5 Climate Change meeting will advance the global effort to tackle climate change by informing the work of the upcoming United Nations Climate Change Conference.  This is particularly significant since it marks a new step in engagement of major developing nations on this issue.  Jim Reilly will report on the outcomes from the November 1 meeting.

Later this month, the 11th Annual United Nations Climate Change Conference, hosted by the Canadian government and held in Montreal Nov. 28 – Dec. 9, will feature both the eleventh session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP 11) – the first meeting of its kind to be held in North America –and the first session of the Parties to the Kyoto Protocol (MOP 1) since the Protocol’s entry into force.  Complementary sessions include the twenty-third session of the Subsidiary Body for Scientific and Technological Advice (SBSTA 23) and the twenty-third session of the Subsidiary Body for Implementation (SBI 23).  This intergovernmental event, with 8,000 to 10,000 expected participants including delegates from 189 countries and the European Union, will address the Kyoto Protocol’s role in global climate change mitigation and prospects for other multilateral efforts to reduce greenhouse gas emissions.  Conference participants including delegates, observers from government, industry, business, public interest organizations and the scientific community, and more than 1,000 journalists from around the world also will be able to attend a multitude of side events showcasing perspectives and solutions from various sectors for combating climate change – local projects to mitigate global warming, technical information for implementing greenhouse gas reduction strategies, and projected challenges to compliance with the international climate change regime.

This briefing is open to the public and no reservations are required.  Please feel free to forward this notice.  For more information, please call Theresa Murzyn (202-662-1884, tmurzyn@...).
