you can send traffic from one
link and recieve it from other link .
it is not best solution but you will use both links or have 2 static route in
easch router for half of internet routes on each router.

Load Balancing between different ISP's without BGP and Self-owned-AS is not
possible except that you route half subnet/traffic of your network over one ISP
and other half with another. You have to analyze your traffic for that.
