This is the brochure published by the PA Dept of Ag to give people an
IDEA of what is illegal to sell in PA. It is NOT the law. The actual
law is printed on the brochure. It is important to remember that this
law applies to the sale of horses ANYWHERE in PA, not just at horse
sales. For more states with laws against selling sick, lame, and

If you want to help the EPN complile more state statutes, search your
state government's website for statutes against selling sick, lame &
debiulitated horses. Then copy the link to the page & the language.
Paste into an e-mail and send to the EPN at EquineProtectionNetwork @

The picture of the underweight horse is more like a 1 on the Henneke.
In speaking with Chris Herr at the PA Dept of Ag I recomended to the
PDA that a note be placed under this horse because readers viewing
this brochure might assume that this horse was a 3 on the Henneke
when the
horse is actually more like a 1. In my opinion the brochure should
have utilized a horse that was a 3 to give people a better idea of
what a horse that is a 3 looks like & anything less is in violation of
the law. The EPN appreciates that the PDA has added the note on the
website.
The EPN hands these brochures out at the Horse World Expo & I urge all
indiviuals with connections in PA to distribute these brochures via
their website either by adding the brochure to their website or by
creating a link to the brochure from their websites. People will
voluntarily comply with the law if they know the law exists.
So please add a link to this brochure to your website, or save the
file & upload to your own website, print out & post at PA tack shops,
horse sales, horse barns, feed stores, etc. Help enforce the law by
making people aware of the law & help Save America's Horses from
slaughter!
