Horse Slaughter Updates
On March 16, 2004 Bo Derek spoke in Washington D.C. on behalf of
America's horses! Fox News covered Derek's comments.

Title: To prevent the slaughter of horses in and from the United
States for human consumption by prohibiting the slaughter of horses
for human consumption and by prohibiting the trade and transport of
horseflesh and live horses intended for human consumption, and for
other purposes.

Synopsis As Introduced
Amends the Illinois Horse Meat Act. Provides that it is unlawful for
any person to (i) slaughter a horse, (ii) possess, import into or
export from the State, or sell, buy, give away, hold, or accept any
horse meat, or (iii) possess, import into or export from the State,
or sell, buy, give away, hold, or accept any horse with the intent
of slaughtering that horse if that person knows or should know that
any of the horse meat will be used for human consumption. Provides
that any person who does so is guilty of a Class C misdemeanor.
Amends the Animals Intended for Food Act and the Humane Slaughter of
Livestock Act to make corresponding changes. Effective immediately.

TX:Legal battle between the 2 TX slaughterhouses & the 2 District
Attorney's offices is still awaiting a Federal Judge to hear the
case.
CA: Since 1998 it has been a felony to slaughter a CA horse.
Pro Slaughter Horse Breeder Strikes Out on Every Argument:
During the Horse World Expo, Feb 27th -29th, 2004 in Harrisburg, PA
a NY horse breeder stopped by the EPN booth. He insisted quite
vehemently that due to CA's law against slaughtering California
horses:
1) Land prices in Nevada have risen because a couple of killer
buyers have purchased a few acres in the desert where they can hold
CA horses in an attempt to establish these horses as Nevada horses
before shipping them to slaughter. That these same dealers are
leaving these horses in the desert to starve. That Nevada has no
laws to against abandoning, starving and/or neglecting horses.
When asked why he and the people who knew of this cruel behavior did
not report it, this NY horse breeder stated that, "Nevada does not
have any laws."
FALSE!
One would also have to wonder why a "killer buyer" who sells horses
by the pound, would let them starve for a week in the Nevada desert,
& then ship the horses to Texas. This statement is ludicrous. IF it
were true, it would clearly demonstrate that "killer buyers" are
cruel & inhumane. Not to mention the failed economics of this claim.

Title 50 CHAPTER 574. CRUELTY TO ANIMALS: PREVENTION AND PENALTIES
574.100. Overdriving, torturing, injuring or abandoning animals;
failure to provide proper sustenance; penalty.
1. A person shall not:
(a) Overdrive, overload, torture, cruelly beat or unjustifiably
injure, maim, mutilate or kill an animal, whether belonging to
himself or to another;
(b) Deprive an animal of necessary sustenance, food or drink, or
neglect or refuse to furnish it such sustenance or drink;
(c) Cause, procure or allow an animal to be overdriven, overloaded,
tortured, cruelly beaten, or unjustifiably injured, maimed,
mutilated or killed, or to be deprived of necessary food or drink;
(d) Instigate, engage in, or in any way further an act of cruelty to
any animal, or any act tending to produce such cruelty; or
(e) Abandon an animal in circumstances other than those prohibited
in NRS 574.110.
2. A person who violates subsection 1:
(a) For the first offense within the immediately preceding 7 years,
is guilty of a misdemeanor and shall be sentenced to:
(1) Imprisonment in the city or county jail or detention facility
for not less than 2 days, but not more than 6 months; and
(2) Perform not less than 48 hours, but not more than 120 hours, of
community service. The person shall be further punished by a fine of
not less than $200, but not more than $1,000. A term of imprisonment
imposed pursuant to this paragraph may be served intermittently at
the discretion of the judge or justice of the peace, except that
each period of confinement must be not less than 4 consecutive hours
and must occur either at a time when the person is not required to
be at his place of employment or on a weekend.
2) Products used on horses do have FDA approval for withdrawal times.
FALSE!
EPN contacted the FDA. The FDA confirmed that as long as the
products carry the warning: "Not intended for use on horses intended
for food purposes." that the manufacturer has NOT had the product
tested or approved by the FDA for use in food animals.
3) That as a breeder he did not have to pay any state sales tax on
any products or items that he purchased in Pennsylvania for his
horses.
FALSE AGAIN!
The EPN contacted the PA Department of Revenue. The PA Department of
Revenue confirmed that purchases made by residents of PA, & ANY
other states, of any products for use on horses, except racehorses
in PA, ARE subject to the PA 6% sales tax.
Three statements. ALL FALSE! In other words this pro slaughter New
York horse breeder struck out on every point. When asked to provide
documentation that the price of Nevada desert land had risen, he
could not produce any documentation to back up this ridiculous claim.

We have a large number of school students visiting the EPN booths.
These students are doing reports and presentations on the horse
slaughter issue and we are happy to report that they are receiving
excellent grades at the same time as they are informing & educating
more Americans about horse slaughter, an American tragedy.
The EPN's founder, Christine Berry, is proud to report that her
daughter, Jessica, received a Superior for her original speech,
Horse Slaughter, An American Disgrace. Jessica qualified and
competed in a Christian school speech meet in Lancaster County, PA.
The EPN congratulates and extends our appreciation to all of the
students across America on their excellent scores on their reports
on horse slaughter.
In ten years the horse industry is going to be a different industry
because of these students!

EPN Sanctuary Program

The EPN has established a Sanctuary Program for unwanted, neglected,
abused and slaughterbound horses. Horses in the program are not
available for adoption, but are in need of people willing to make a
financial commitment to help the EPN provide for these horses for
the remainder of their lives. Horses accepted into the program must
meet certain qualifications. The EPN focuses on horses that have
been the victims of neglect and cruelty in situations where there
has been an investigation by law enforcement resulting in the
forfeiture of the horse due to a court order.
The EPN has set these guidelines due to our philosophy that owners
must be held accountable for their actions if we are to truly make a
difference for the welfare of horses.
The EPN can only accept a limited number of horses due to financial
resources and space limitations. The cost of caring and feeding for
each of our horses in the program runs $250.00 a month for a total
of $3000.00 a year. This includes feeding and sheltering the horses,
and veterinary, farrier and dental care.
Sponsorship
Individual Sponsorships:
You can sponsor one of the EPN Sanctuary horses for as little as
1.65 a day! This is great project for riding clubs, schools, youth
groups and other organizations. Sponsorships can also be shared.
Individual sponsorship does not cover the entire cost of maintaining
horses in our program, but it does help to offset the cost. One
horse needs five individual sponsors at $50.00 a month to cover the
entire cost of caring for one horse.
Each of our horses has an important story to tell, please take the
time to visit their pages, and remember your donation ensures these
horses a sanctuary for the rest of their lives.
Corporate Sponsorship:
A donation of $3000.00 covers all expenses involved to maintain an
EPN Sanctuary Horse for one year and provides a website link to your
