Note: From what I've read about the biology of neonatal and child development,
this sounds like a case of an as-yet-unknown modulator (or "switch" of some
kind, whether hormonally controlled or otherwise,) failing to function normally.
This particular biochemical (or gene expression) failure appears to be extremely
rare; this girl is said to be the only known case of this. Discovering exactly
what's going on with her, is likely to be very informative, to medical science
(and the study of child development, and the aging process.)
