Greg, I am using version 1.354 and you can with it. Go to Project/Options and change the number there. I cannot say if this works in older versions, I do not

Greg, Overall power dissipation depends mainly on component size, placement and air flow. A few large parts, spread out over the board, can obviously dissipate

... The thermal issues depend entirely on your design. But if you aren't doing anything weird, RS-232 and USB shouldn't require any thermal consideration.
