The Library of Congress www.loc.gov is a good place to start. I was a
librarian at a small not for profit tribally own university that closed
my campus because of money troubles ( they are now going through
bankrupcy). I know what it's like to run things on the cheap. Other
places with good quality records was our state (South Dakota) library
www.sdstatelibrary.com.
If we couldn't find it in those locations we would look for the place of
publication and then search the state library of that location. We used
the LOC schedual for cataloging but if we found a dewey record, we would
take that record and gave it a new call number but would reuse much of
the other information.
Something else you can do is look for inexpensive automation software.
You could check out www.librarysoft.com. Just before we had to lock the
doors we bought a web based OPAC plus various moduals (circulation,
overdue, etc) for around $1,200.00. You could go less, I think the OPAC
alone was for $999.00
LibraryComm www.librarycom.com offers a low cost "state of the art Web

available, backed up and secure." "Pricing is based on the size of your
collection. You can preview the service for up to 30 days for free. Then
select the service level which meets your storage requirements.
Most special and school libraries will be using the Standard service at

campus closed I'm looking for new work) I have the time.
