1 - Tools are important, but only a variable in the equation. OO training
and experience is more important. Just like structural methodologies, you
need to "see" the solution from the problem, and that comes with experience.
Usually, when I hear about moving to new methodologies, it includes
"modularizing" components. If the components that exist are not modular in
their design, the port is not a port, but a complete design and rewrite. Be
very careful there.

2- Reuse is a function of up front design. If Reuse (which adds about
25%-50% effort up front to the project) was not considered, then, the
current components may not be reusable. Look into the characteristics of
reuse (portability, modularity, etc) and you will see that any disciplined
methodology will work. Doe snot have to be OO. The big caveat....reuse is
VERY important but will take quite a learning curve and add up to 50%
overhead onto a project. Reuse must be a REQUIREMENT and treated and
estimated as such.

These are general answers and hope they help.

Summary - OO and Reuse have long learning curves, but there is noting unique
about the environment you described that prevents either from being employed
if sufficient time and resources are used. Databases are already relational
in most cases and reuse doesn't not really apply.

I have some other questions:
1- first, I want to know how is it possible to change (or upgrade)
Structural methodologies (For Example SSADM or Oracle Case tools) in
implementing MIS projects to new methodologies , something like
Object Oriented methodologies and so on?how much risk and cost it
will contain?for more detail,I say that I'm working in a company that
implement Large scale MIS (Management Information System) projects.we
use Oracle as DataBase and its Case Tools for Analysis and design.We
have about 300 Oracle expert here that they trained with oracle tools
and they're working here almost 7-8 years.
Now the need for new methodologies is felt here in the company.I want
to know how can we handle this issue?

2-We use Oracle 6i now and as I mentioned above our company has
invested on Oracle tools and we can't change it.The other question is
about REUSE.Is it possible to have Reusability with Structral
methodologies Specially with support of Oracle?
and If we HAVE TO change our methodology how is it possible for a
company that has about 300 Oracle expert (Analyst and designer) to do
it?
