Virtual PC would be a good fit for that. If they want it available all of the time, then use Virtual server. There are now some tools available for conversion.
It is called a P to V process.
You can install Microsoft System Center on a PC on a 30 day trial do the P to V and then uninstall System Center.

If they have Access 95, 2000, 2003 or 2007 just put the files in a common
directory, maybe read-only, and _link_ to them from Access. Could even query the
data from Excel.... That way they can make query forms, reports and the like
with modern tools and you don't have to jump through hoops to bring up a VM, log
in to that OS, etc. Using Access would be the least amount of work if they
already have it. Paradox would work as well.... I know Open Office is working on
an Access clone but I don't think it's quite there yet though I may be wrong.
Alternately, you might make an image copy on CD, and then "install" it in
Users\Public Documents or just My Documents. I've a couple old programs that
work well as a subdirectory of the user's folder...to which they automagically
have "full control." Vista's built-in "virtualization" also seems to work well
in some cases. I'd try the app compatibility tool and try just installing it on
Vista/Win7, if no work then install into "My Documents" and only then go virtual
if and only if they don't have a more modern database app that can link to,
open, display and report on those data files.
Or... /;^) if they have to jump through 17 hoops for each name they want to look
up, you may get asked to convert it to something easier.....

Again, the virtual platform is only part of the equation. Be sure you have a complete understanding of the program's operation and installation first. I have cleaned up messes of others before that simply didn't understand what they were getting into first.

Ummmm. If they're even slightly interested in using something more modern,
unless the dbf files are encrypted I'd suggested using Windows Foxpro to
interactively transfer the data to a format the newer system can import. For
that matter, I think Access 2007 can still import dbf files. (They could be
renamed, to discourage nosy people, but they're likely dbf files.)

My downtown client is running it to run XP Pro in a VM on Vista Ultimate.
I've just started looking at it, but it is looking much better than Virtual
PC and less "chatty" in the system logs than VMware (was, don't know about
current). From their site:

For those of you at the meeting Wednesday night, the reason
that the Server 2008 R2 install failed is this.
During the installation of Windows 7 and Server 2008 R2, a
100 MB Reserved Partition must be created. Since my hard disk had previously
been setup as a RAID 5, the installer couldn’t create the partition until
after I had thoroughly reset the disk. Once I cleared the previous RAID
configuration, created a new RAID 5, the install proceeded with no further
problems.
I would assume that this would never happen installing on
brand new hardware. But will probably happen a lot if trying to do a clean
install on a previously used system. The following link explains some of the
reasons why the 100 MB partition is created.
Think I’ll run the 32-Bit in XP Mode and the 64 on the host.
Will see what happens!!

I came across this post by Lukas Beeler about his best practices w/ installing SBS 2008 (below). I’ve personally never tried a RAID 10, but I’m going to look into it after reading this post.
Also, we seem to go round and round with the idea about whether or not to use a partition for everything (Exchange, pagefile, client data, etc.) or just 2 partitions (OS & Data). I’m just doing the two partitions right now – anybody else?

I am looking to find someone who can step in and start supporting
a custom SharePoint application that was developed for one of my clients.
The consultant who originally developed it has not been readily
available because he accepted a fulltime contract with another company. He’s
attempted to provide support, but it has been inadequate.
Does anybody know of anyone who has the skills and can be
available about 1 day a week?
