It is all about getting energy from kites in wind or water flows to replace dependence on coal, oil, and nuclear sources. Rapid development of the arts is a goal here.

Are there proposals or projects overwhich someone is declaring "no-hope for THAT scheme" ? What is meant by the declaring party? Is the "hope" only
