... Thanks Steve, I did use svn, but when I had to rebuild the server very quickly I obviously hadn't patched the new source, and now the data is appearing

I'm not sure which station you have - I have the 2317. I set the time zone with respect to standard time and then set the "DST" indicator to reflect daylight

... Thanks Steve so do i now set the weather station to +11hours (summer) instead of +10 hours (winter)?

There's a documented bug in wu2300.c regarding the reporting of time to Weather Underground. See the following link for a description and a fix:
