is underway right now in Montreal (referred to at Legacy page 99)

It's exciting news, because it means that even though
China has a terrific pollution/emissions problem, they are conscious and are
interested in making changes.
Also it's exciting that this UNFCCC conference is the
first UNFCCC gathering since the Kyoto Protocol was ratified as
international law, so parts of this week's gathering represent the first
members-of-the-party (MOP) gathering, a historic moment.
Additionally, at this conference, delegations will begin
the design of the post-Kyoto agreements, after 2012, when the Kyoto treaty
expires.
