MSC Malaysia, which was conceptualized in 1996, is an initiative
designed to help Malaysia leapfrog into an information- and knowledge
economy by the year 2020. It has since grown into a thriving dynamic
ICT hub, hosting more than 1,100 multinationals, foreign-owned and
home-grown Malaysian ICT companies.
The Malaysian Government has equipped core areas within MSC Malaysia
with high-capacity global telecommunications and logistics networks.
Emphasis has been placed on eco-friendly, yet sophisticated urban
structures for businesses, homes, education and recreation. Seven
innovative flagship applications have been developed in MSC Malaysia
to accelerate its growth. They are focused on the development of
Smart Schools, Telehealth, e-Business, Smart Card technology,
Electronic Government, Technopreneurship and R&D clusters.
MSC Malaysia is supported by secure cyberlaws, strategic policies;
and a range of financial and non-financial incentives for investors.
Through this initiative, Malaysia has and continues to attract
leading ICT companies of the world to undertake research, develop new
products and technologies and export from this base. MSC Malaysia is
also an ideal growth environment for Malaysian ICT small- and medium
enterprises (SMEs) to transform themselves into world-class
companies. Furthermore, MSC Malaysia welcomes other countries to use
its highly advanced infrastructural facilities as a global testbed
for ICT applications and a hub for their regional operations in
Asia .
Implementation of MSC Malaysia is divided into three phases from 1996-
2020. In Phase 1 (1996-2003), MSC Malaysia was successfully created
within the Klang Valley . Every milestone set for Phase 1 was
surpassed.
In Phase 2 (2004-2010), a web of similar corridors will be
established in throughout Malaysia , and a global framework of
cyberlaws will be passed. Furthermore, at least four of five
intelligent cities will be linked to other global cities worldwide.
In Phase 3 (2011-2040), the whole of Malaysia will evolve into one
Multimedia Super Corridor. An International Cybercourt of Justice
will be established in MSC Malaysia and 12 intelligent cities will be
linked to the global information highway.
Mandated to oversee the development of MSC Malaysia is the Multimedia
Development Corporation (MDeC) based in Cyberjaya, the heart of MSC
Malaysia. Initially a Government-owned corporation but now
incorporated under the Companies Act, MDeC facilitates applications
by multinational and local companies to re-locate to MSC Malaysia. It
globally markets MSC Malaysia; shapes MSC Malaysia-specific laws,
policies and practices by advising the Malaysian Government; and
standardises MSC Malaysia's information infrastructure and urban
development.
