Malaysia's first high technology park- Kulim Hi-Tech Park (KHTP) in
Kedah is geared for a RM410 million expansion under the park's fourth
and fifth phase of development.
Datuk Ahmad Shukri Tajuddin Kulim, Group Chief Executive Officer of
Kulim Technology Park Corp (KTPC), which oversees the development of
the park, said RM145 million would be for the development of 156ha
under the fourth phase development while another RM265 million would
be for developing 422ha under the subsequent phase.
The planned investments under Phase 4 would include additional
facilities and amenities, including an international school, two
hotels, medical facilities and a dedicated police station to serve
the park community.
According to Datuk Ahmad Shukri Tajuddin Kulim, the ELC International
School is scheduled to commence in September while a RM40 million
hotel is expected to begin construction by year-end. The 100- room of
a two-to three-star hotel, is expected to be ready by mid-2010. Also
in the pipeline is the construction of a new 200-room hotel at the
park.
Work on a RM5 million hostel with 31 rooms is also expected to
commence by year-end. The hostel under the Phase 4 development will
be managed by KTPC.
On the 172ha under the third phase, he said the remaining area could
only cater to another five new tenants, supporting the need to
further expand the park to attract more quality investors.
Acknowledging the need to meet the human resource requirements of
investors at the park, Datuk Ahmad Shukri said the Northern Corridor
Implementation Agency and the Kedah Industrial Skills and Management
Development Centre are working on a more focused skills development
centre at the park.
The Malaysia Pavilion at CES International 2008 was quite successful
earlier this year and everyone was happy with the great response and
positive networking opportunities. I am definitely looking forward to
next year.

offers and incentives are available.
At the Federal level, special incentives offered include:
For High-Technology Companies:
- Total exemption from corporate tax at the statutory income level
for 5 years
- Investment Tax Allowance of 60% on qualifying capital expenditure
for 5 years.
-The allowance can be offset against a 100% statutory income for each
assessment year and the unused portion can be carried forward.
- Flexible employment of foreign scientists or skilled personnel
- Approval to open foreign exchange accounts
For Research & Development-R&D Companies:
a) Eligible for an ITA of 100% on the qualifying capital expenditure
incurred within 10 years.
b) Allowance can be offset against 70% of the statutory income in
the year of assessment.
c) Should the R&D company opt not to avail itself of the allowance,
its related companies can enjoy a double deduction for payments made
to the R&D company for services rendered.
In-house Research
a) A company that undertakes in-house R&D to further its business
can apply for an ITA of 50% on the qualifying capital expenditure
incurred within 10 years
b) The company can offset the allowance against 70% of its statutory
income in the year of assessment
c) Pioneer Status with a tax exemption of 100% of the statutory
income for five years; or
d) Investment Tax Allowance (ITA) of 100% on the qualifying capital
expenditure incurred within 10 years, which can be offset against 70%
of the statutory income in the year of assessment
Above applications should be submitted to MIDA
Incentives enjoyed by MSC Status companies are:
Pioneer Status with a tax exemption of 100% of the statutory income
for a period of five years for the first round, or an Investment Tax
Allowance of 100%
Eligibility for R&D grants (for majority Malayasian-owned MSC
Status companies).
