I believe they were returning following watching fireworks.
Apparently the bridge wasn't designed for the typical live load figure of being
loaded with people shoulder to shoulder and back to chest. There are so many
footbidges throughout VA, NC, WV, and TN that have signs posted "Maximum 4
People". From reading the comments below it appears this bridge had a sign
posted limiting the amount of people. What that # is, I don't know? It also
appears that in years past there were police officers / municipal workers that
would limit how many where on the bridge at any given time during such events.Â
