I think the MSHA would be justified in requiring companies to have increased training, depending on the number of employees. I think that one day per month...
For rescue team training, 1 day per month should be considered the absolute bare minimum, anything less surely can't provide the level of training necessary...

We have 19 mining deaths in 2001 and it is tend to decrease since 25 mining deaths in 1996. unfortunately my company still contribute 2 deaths for 2001 figure....
