Salary Range: $56,240.00 to $98,880.00 Annually

General Statement: The Massachusetts Children's Trust Fund seeks to
fill the position of IT Manager. The IT Manager will be responsible
for the identification, implementation, and management of the system
needs of the Children's Trust Fund. The IT Manager will directly
supervise the IT Team, and will act as a member of the CTF Senior
Staff Team. The IT department at CTF manages a Microsoft 2003 Local
Area Network for 40 users, a separate Windows 2003 network for data
collection and 60 collaborating sites, and a VOIP phone system. In
this position, the IT Manager is responsible for managing the
day-to-day activities of the applications, user support, system
improvements, hardware maintenance and improvements, and off site web
site hosting of two web sites. In addition, the IT Manager oversees
all systems development, integration, maintenance and enhancements.
The IT Manager is responsible for project management, which includes
writing requirements and scopes of services for projects, tracking
deliverables, and ensuring that projects are completed within budget
and on schedule. This position requires a high level of technical
expertise and the ability to effectively communicate with colleagues
at CTF, state vendors, contractors and other Commonwealth of
Massachusetts IT personnel. This position is full time and is located
at the Children's Trust Fund in Boston.
Duties:
IDENTIFICATION AND MAINTENANCE OF SYSTEM NEEDS TO SUPPORT CTF PROGRAMS
AND MISSION
•Work with Senior Staff Team, IT Team, and other staff members to
identify the technological needs of CTF departments and the agency as
a whole
•Work with the CFO, Executive Director, and Senior Staff Team to
develop and oversee the annual IT budget
•Develop and implement an annual IT plan to meet identified needs
within annual budgetary constraints
MANAGEMENT OF PARTICIPANT DATA SYSTEM:
•Supervise and assist the IT Systems Training Coordinator to ensure
that the Participant Data System, which is utilized by 60 Healthy
Families program sites statewide, is operating smoothly and
efficiently.
•Ensure accurate data is available to the Children's Trust Fund Program Team.
•Review user support and monitor help desk logs to determine areas for
system improvements or additional training needs.
•Utilize technical skills and expertise in managing system improvement
and purchasing decisions, which may also include hiring consultants.
•Develop, or hire a contractor to develop, enhancements to the PDS,
and perform testing on enhancements
NETWORK ADMINISTRATION AND USER SUPPORT – 13x5 AVAILABILITY
•Supervise and assist the Network Administrator to ensure backup
system, backup power, and virus protection systems are in place.
•Perform hardware and software maintenance and upgrades.
•Manage accounts and resources using Windows Active Directory.
PURCHASING HARDWARE AND SOFTWARE:
•Research staff needs, research equipment, select vendors, obtain
price quotes, do fiscal paperwork, track budget, arrange for delivery,
track invoice receipt and payment, setup and/or install equipment and
hardware, train users, maintain computer inventory, store
documentation and surplus old equipment according to state surplus
policies
•Work with Development Team in securing pro bono software, hardware
and consulting services.
STAFF TRAINING AND SUPPORT:
•Assess staff training needs, develop and oversee training plans and
user support.
•Provide training as needed.
•Work with Development Department to identify and implement on-line
and web-based fundraising options
•Work with Marketing and Communications Department to identify and
implement on-line and web-based marketing and constituency
communications options.
DATABASE ADMINISTRATION:
•Supervise and assist the IT Systems Applications/Programmer to
provide overall technical oversight for database development and
operations.
•Develop database usage guidelines, with input from staff. Ensure
staff adheres to guidelines by providing training, running user groups
and monitoring data. Ensure queries, forms and reports are designed as
needed. Ensure data is being maintained and entered correctly.
MANAGE CONTRACTORS:
•Hire and manage database consultants who develop complex database
systems – including developing system specifications, getting staff
buy-in, developing schema, developing and testing code, installing,
converting old data, training staff, writing documentation, setting up
security, and fixing bugs.
•Monitor contract, provide constant input, interface between staff and
consultant, arrange for necessary resources (training room, network
connections, etc), and assist with documentation.
•Hire and oversee contractors for repairs and installs of cabling,
hardware and software.
MANAGE TECHNICAL REQUIREMENTS FOR THE WEBSITE:
•Measure and report on site usage. Monitor site for performance (load
balancing, bandwidth), user accessibility and security.
•Manage contract with host Internet Service Provider – tracking budget
and invoices, developing a working relationship to get pro bono
assistance, address technical issues and site maintenance.
•Trouble-shoot system errors and bugs and ensure browser compatibility.
•Assist in maintaining interactive databases and work with
subcontractors to develop e-commerce capability.
PREFERRED QUALIFICATIONS:
Excellent management and communications skills that will enhance
inter-and intra-agency collaboration
Minimum of 2 years of demonstrated supervisory experience.
Significant knowledge of SQL Server 2000/2005; Windows Server 2003 and
Windows XP; Networking (firewalls, routers, switches, DHCP, DNS, etc).
Working knowledge of Windows Active Directory, Symantec Backup Exec,
and VOIP phone system.
Familiarity with Dominos/Notes 6.x, 7.x (Lotusscript, formula, web
design) is helpful, but not required.
Familiarity with Cognos ReportNet and/or MOSS 2007 is helpful, but not
required.
Bachelor's Degree; major in the field of data processing or computer
and/or information science is helpful
Strong oral presentation and facilitation skills.
Ability to follow written and oral instructions.
Ability to adjust to varying or changing situations to meet emergency
or changing program requirements.
Ability to exercise discretion in handling confidential information.
Excellent written and oral communication skills.
Ability to work in a fast-paced environment.
Ability to analyze and determine the applicability of data, to draw
conclusions and make appropriate recommendations.
Ability to work as part of a team and to take initiative.
Ability to develop strong working relationships with other agencies.
Strong organizational skills and an ability to manage multiple tasks.
Flexible and able to respond to change in the agency.
Willingness to travel across the state on occasion.
