There is a park very close to my house. It has covered Picnic tables, grills, and is very rarely used. A possible issue is no bathrooms, but again my house...

... I would say San Francisco, as I just returned from visiting there on vacation. Lots of people were enjoying the cool weather outdoors in Golden Gate Park...
