Since TTL implies digital this sentence seems a bit strange to me "(magnitude being TTL voltage level)" ... I suppose the worst case scenario requires a RC low...

With flying optics your going to want to stiffen those rails... I would think 3/4 inch MDF on it's side for a box frame would be allright... Don't forget about...
