Expected by whom, though? The number "100" as a percentage seems to
communicate to the user that something is "the same" or "exactly" as the
other thing. If the number or the punctuation differs, then the meaning
of the sentence is not the same and therefore the sentence is not the
same. In fact, a change in punctuation can be critical to the meaning
of the sentence. For short sentences, the translator does not need to
rely on the match percentage, but for long, complex sentences, the match
percentage becomes a useful tool because it shows to what degree (and
possibly where) two sentences differ.

Perhaps what the OP means is that he had expected the [Fuzzy] feature to
rely on the #3 match, which is what I think should happen. It is better
to err on the side of caution, wouldn't you say?
