Not only should you talk to your boardhouse first as Jorge said, you should talk
to the house that stuffs your boards (if you are not doing it inhouse yourself).
They likely have preferred panel sizes and breakaway tab width requirements,
especially if you have a dense board with components placed right at the edge.
Personally I am not a big fan of using the Tools -- > Panelize option because
the panel array dimensions you have in mind may not be what the boardhouse is
capable of (well they are capable of anything but they might charge you extra
for some customized array size). If you are going to do that you might as well
ask the boardhouse what panel sizes are available and just send them an email
requesting it.

You can make it with GerbTool.
If you want a pannel with an array of copies of the same design you can do it
with Tools-->Panelize; you must define the pannel size first and fill all
parameters of spacing and all that stuff. If you save the design, gerbtool will
save all the pannel information in the gtd file, but if you want to reply all
the pannel in all the gerber files you can export to gerber.
If you want to include two or more different designs in the same pannel, you can
do it with File---> Merge (the drill drawing may overlap but you can fix it in
layout first or simply ignore it)
I agree that you should talk with your pcb provider first.
