Foreign languages development



Hi,

I have asked many forums but noone seems to have the answers.

In mobile phones foreign languages support there is a concept of 'code
page'. Some newer phones extended their bitmap fonts to support ttf.

My questions are:
1) who is the authority to assign/register a non existence foreign code
page? eg. Thai = 0x0B, Viet= 0x0C, the code page allows the firmware to map
the character set to its associated unicode codes. Without this the
particular unicode block is not accessable/available.

2)same, who determines what goes into any particular language packs?
Although that critical, anyone can add or remove a particular character set
from a language pack. I think this is more for common marketing referencing.

3)Input method? Anyone knows of there is a 'hook' of some sort to implement
3rd party input method without firmware rewrite? Preference for Motorola.
