All these suggestions -- the goals and the tasks -- sound very reasonable.
Remains the question: who will do it? Who will at least start it? (If
somebody starts such enterprise others may contribute).
Is there any funding for it or does it need to be done in one's spare time?
Anyway, Olavi, as you in a first step proposed such international
network, perhaps you might do the next step, too, and set up a website
for this purpose?
