take that set of battery out put a new set in the camera the old set might be to weak

I am having a problem with my HP camera when i put batteries in the
camera just blinks, the red light keeps blinking and the LCD screen
blinks white. It even blinks when it is in the off position. I don't
know what is going on. It wont even turn on. It just blinks. Does
anyone know what is wrong?
