Most DNA doesn't do anything. So yes, we are saying that DNA changes, but has no effect on the body. I myself am unconvinvced that changes occur regularly...
Somehow I didn't get the impression they were talking about the "junk DNA," but of course if that's what the "uncoupling" refers to, that would explain it. ......
