You are correct, GPS won't do it. Part of one of my perimeters is alongside my pool. and I don't have a pool deck! The edge of the pool is two bricks wide...
I've looked at the problem for awhile. Even the best "differential GPS" (which means they use one of the publicly broadcast radio signals for corrections)...
