I'm a member of our county EMA and am thinking about suggesting to our command
to start an EMA group. There are a lot of pro's and con's to us starting an SAR
group within our EMA (mainly resources - time/financial as well as the
availability of nearby mutual aid).

But one of the first big questions is how many members is a minimum amount to
start a practical team?
