Below are the arrangements for Carolyn Knapp.

Visitation will be Friday evening from 5:30 - 7:30

Funeral Service will be Saturday at 11:00

Both will be held at the Lewis Brothers Funeral Chapel, which is located at
424 S Main St in Palmyra, MO

With Carolyn's popularity, I would plan on arriving at the visitation as
early as possible -- it will probably be very crowded.




TRASARC people -- if you are interested in going, I would like to do it as a

LOUISVILLE, KY (WAVE) - Metro Police have issued a Golden Alert for
76-year-old
Lavel Montez Gatewood.

He was last seen near 201 York Street around 6 p.m. Saturday night.

He stands 5'10'' and weighs 190 pounds. He was wearing a black suit and
carrying a black
cane.

Gatewood may have dementia, seizures and high blood pressure. He's on
anti-
depressants and suffers from Alzheimers.

He is from Gary, Indiana and may be headed back there.

If you have information that could help police call 574-LMPD.

*Mountain Rescue Member Dies in Climbing Accident in UK*



We received sad news from Mountain Rescue in England and Wales that John
Evans, a highly experienced climber and mountain rescue team member in the
UK and Alaska, died from a fall while on a recreational climb in Snowdonia
in Wales . He was highly regarded around the world for his expertise in
mountain rescue and wilderness first aid. Friends and team members pay
tribute to John Evans’ life and great skill as a mountaineer and rescuer.

* Lost Person Behavior Train-the-Trainer Course August 10 – 15*

*US Professor Exploring Volcanoes Is Missing in Japan*

Craig Arnold, a poet and professor on a creative fellowship exchange in
Japan, did not return from an afternoon hike to a volcano, which he was
researching for a new book. We first heard news of this from a friend this
morning, who asked us if there was anything we knew about SAR in Japan that
might be able to help.  From what we know, there isn’t typically an
exhaustive SAR response when a person goes missing. The article below bears
that out: The government normally authorizes a three-day search for a
missing person. So far, there have been about 40 searchers (police, fire),
search dogs, and a helicopter to respond. In this case, the government has
made an exception and has authorized an additional 55 searchers for another
three days. Family and friends have been worried that the search would end
too soon, but they believe that US and Japanese authorities are working
together with the best available resources to make this an effective search,
and we certainly hope, a rescue.

*Media Investigates Mishandling of Search Effort for Woman with Dementia*



In Wisconsin, the media brought to light the questionable handling of a
search for a woman with dementia crying for help in the woods near her home.
After a small team of deputies searched off and on for several hours, the
Sheriff called off the search, stating he did not want his deputies to scare
her and cause her to flee further into the woods toward a river. He also
turned down at least two outside search teams that offered help. What is
different about this story is that, in addition to reporting on the case,
the media provided access to the full sheriff’s report, his official
statement and a letter from a neighbor who tried to get involved to find the
woman but was turned away. The story highlights several critical aspects of
SAR: 1) the need for law enforcement to be trained in searching for persons
with dementia; 2) the importance of using available resources to support a
search effort, and 3) the moral imperative to do everything possible within
one’s jurisdiction to save a life.

*Using Google Earth to Solve Missing Plane Case*

**

Two and a half years after a plane went missing in Arizona it was found in a
canyon recently after someone sent the family of one of the crash victims a
photograph of a forest fire taken by hikers on the day the plane went
missing. Using Google Earth, the family was able to pinpoint the exact area
in the picture by identifying rock formations and other terrain features. To

families have finally gotten closure after finding their missing loved ones.
Building on their experience and use of Google Earth, they created MARSI
(Mapped Archive of Rescue & Search Information), which they hope will be

*Civil Air Patrol Says “Don’t Trash the Beacon”*

Instead of throwing your old ELT beacon into the dump, there is a proper way
of disposing of it: first, remove or disconnect the battery, then contact
your local electronic waste authority on how to best dispose of it. CAP
warns that if not disposed of properly, the beacon may accidentally emit a
distress signal, which would trigger a response from emergency responders
who are required to locate the signal. Since false alarms and emergencies
are indistinguishable, an old ELT signal coming from a dump would waste
valuable resources. **

*Rise in More Venomous Rattlesnakes in Southern California*



With hiking season gearing up, a report in Scientific American offers timely
information about the rise in a species of rattlesnakes in Southern
California . Reports from hospitals in Southern California show a spike in
incidents of serious snakebites, and scientists suspect the Southern Pacific
rattlesnake. The article reports that the Centers for Disease Control and
Prevention logs 7,000 reports of snakebites in the U.S. annually;15 of those
result in death and about 25 percent of the survivors are left with some
permanent damage. Several theories about why there is in an increase include
the characteristics of Southern Pacific rattlesnakes, which tend to lay low
or move away rather than hiss and rattle when confronted, therefore they are
more likely to survive and move into new areas. Another factor is human
migration and activity in the snake’s coastal and mountain habitat.

in Clinton, Il by the Central Illinois Regional SAR Council and Dewitt County

  Please be advised that the 2009 Illinois Search and Rescue Conference will
be held at the Rend Lake Resort on August 22-23, 2009.

Registration information will be available on the Illinois Search and Rescue
Council's website at www.illinoissar.org in the very immediate future.

The Illinois Search and Rescue Council (started in 2008) is currently
developing statewide standards for search and rescue from basic team level,
search manager, etc.  Additionally, the Council is putting on state
conferences devoted to search and rescue, the first being held last year and
the second down here in Southern Illinois).

In order for the Council to succeed, it is important that there be as many
members of the Council.  Membership is agency based, not individual
persons.  The membership fee for an agency is currently $50.00 per year.  I
would ask that if your agency would like to become a member of the Council
to please visit the ISARC website for additional information. Please forward
this information to anyone who may be interested.

It is with deep regret that I post the passing of Bill "Crunchy" Albright of
the St Louis area. Bill was a retired captain with the Affton Fire
Protection District, and very active in SAR in the St Louis area.

As arrangements are made, I will post them here.

I'm a member of our county EMA and am thinking about suggesting to our command
to start an EMA group.  There are a lot of pro's and con's to us starting an SAR
group within our EMA (mainly resources - time/financial as well as the
availability of nearby mutual aid).

But one of the first big questions is how many members is a minimum amount to
start a practical team?

Just received a phone call with the arrangements for Crunchy.

Visitation will be Sunday from 13:00-21:00 at Kutis Affton Chapel at 10151
Gravois in St Louis.

All departments are requested to be in Class A Blues for a firefighter
walkthru at 19:00


Funeral Service will be at 10:00 on Monday with interment to be in
Springfield, MO

Fire and Police dogs are requested to line up following the service from the
chapel to the hearse.


In lieu of flowers, the family has requested memorial donations be sent to
the Missouri Region C K9s at 11811 Larimore Rd.  St Louis, MO 63138

Will post any more as I get it.

ISARC welcomes our canine partners to attend the 2009 ISAR Conference.  All
handlers bringing their canines to the conference and/or pre-conference
events must sign and return the “Canine Attendance Policy

which can be printed by clicking the link. Please print, complete, and bring
this form with you to the Conference.  Copies will also be available for
signature at the Conference Registration Desk.  Any K9 in the building must
have a conference ID badge, which will not be issued until the proper forms
have been completed.  The ISAR Conference has adopted the criteria used by
the National Association for SAR (NASAR) for canine attendees at their
conference.  The following criteria must be met in order for a K-9 to attend
the conference:



§  Proof that canine is at least one year of age

§  Statement of current vaccinations including Rabies, DHLP, Parvo, Corona,
Bordatella.

§  Veterinarian Health Certificate dated not more than 2 weeks in advance of
conference certifying dog is in good health.

§  Documentation from team training director or a governmental public safety
official with whom the handler works (on letterhead) stating that the dog is
operational or an advanced trainee and affiliated with a SAR team or law
enforcement agency.

Hi everyone,

I just returned from the IN-KY SAR conference at Lincoln State Park;
thanks OVSAR and Spencer Co and SAR-3 and all of the other sponsors
for another great conference. I enjoyed training with everyone.

Anyway, a number of people at the conference were asking about GPS
maps. I'm forwarding this post that I sent back in June that
summarizes how we've been able to use 1:24,000 topo maps on our Garmin
GPS's for FREE. If you have a mapping-capable Garmin GPS unit you will
be amazed at these maps compared to the built-in base map or even the
Garmin 1:100,000 topos.

I have only tried the Indiana 24k topos on my GPS, but it looks like
the same site I mention in my original email has maps for surrounding
states as well.

Sorry for cross-posting on all of these lists, but I want to be sure
to get this info to the people at the conference who were asking about

Greetings,

This list has been pretty quiet lately so I thought I'd post something
that some of you might find useful. This is specific to Garmin
mapping-capable GPS units.

Garmin has produced 1:100,000 scale topographic maps for their GPS
units for a few years now. These are not ideal for SAR, but until
recently they were the only thing available. Garmin has recently
started producing 1:24,000 scale GPS maps for some areas of the
country, but they have yet to produce any for the Midwest. The Garmin
maps are also somewhat cost-prohibitive.

Recently I became aware of FREE Indiana 1:24,000 scale topo maps for
Garmin GPS's! These maps are not produced by Garmin, but by a
volunteer, using publicly available GIS data. They are much more
useful than the 100k topos for wilderness navigation.

These maps can be downloaded for free from this site:
http://www.gpsfiledepot.com/maps/state/in/. Download the "Indiana
Topo" file to your PC and follow the instructions. There is also a "My
Trails" file that has public recreational trails for Indiana and some
surrounding states. We've found the trails file very useful as well.

You will need a data storage card for your GPS to hold the maps. My
Garmin 60Cx takes a 2GB microSD card (about $10) that holds all of my
maps with space leftover.

Also, it's possible to load these maps on a Garmin car GPS such as a
Nuvi or StreetPilot. Not sure how useful that would be, but I thought
I'd mention it.

Hope this information is helpful to someone. Remember, a GPS, even one
with decent maps, is a supplemental navigational tool and doesn't
replace the need for a paper map and a compass!
