Indiana is attempting to write state standards for SAR dogs and their
handlers.I know this is an IL list, but some teams work in both
states.
This is the time to express your opinions. Let's generate standards
that are realistic, workable, and that will assure the quality of dog
and handler that we are all striving to achieve and maintain.

it also contains the names of the members and how to contact them.

ANNOUNCEMENT -
February 16, 2002 at the Zionsville, Indiana there will be a PSTI K9
Standards Sub-committee meeting.
At the November 29, 2001 PSTI board meeting, standards were proposed
for Search Dogs in Indiana. At that meeting, a number of Indiana
search dog teams had representatives in attendance to support the
standards.
A proposition was made to form a K9 Sub-committee to review, refine,
and test standards. The PSTI board agreed that it would be a good
idea and formed the committee at that meeting.
The PSTI board instructed those present, that the Sub-committee would
have a limited membership, to prevent it from being bogged down.
The Sub-committee is preparing for it's second meeting and
welcomes any input from all Indiana search teams. There is limited
room for those wanting to attend meetings, however
they will not be able to participate during the meeting, per our
instructions. There may or may not be a little time at the
end to hear comments for consideration and all are welcome to go to
lunch with us, if space allows.
Feel free to contact the members listed below with information on who
you are and any input you would like considered. Any contact
information we collect will be added to our less than complete, list
of SAR resources.

EMERGENCY PREPAREDNESS: NORTHERN CAL TOWN CHOOSES HAM RADIO
Ham radio started the year with some very positive public exposure in
the Los Angeles Times. The January 1st edition featured an in depth
article about a Northern California town that will tap into older
technology to prepare for future emergencies.
Worried that a disaster will knock out e-mail and cell phones, Los
Altos Hills has decided to turn to its local ham radio community and
make it the primary back-up to normal disaster preparedness

As you are probably all aware, Dr. Lew Stringer, NC-1 / East Coast NMRT
was instrumental in bringing to light his the issues of the OEP / NDMS
and DMAT members to his states Representative. The National Association
of Disaster Response Teams (NADMAT) and Kelly Burkholder-Allen, Chair of
the NADMAT had joined this cause and begun a letter writing campaign to
our respective representatives to assist in spreading the news about
this effort and raise support and awareness.
Apparently this has all paid off!
HR2333 was rewritten as HR3448 and passed! about 90% of the content of
what was in HR2333 is included in HR3448. The bulk of what we all were
waiting for!

To summarize what this might mean to us as DMAT/VMAT/DMORT members (by
no means inclusive of all the topics in the bill).
1) Establishes new position of Assistant Secretary for Emergency
Preparedness to coordinate HHS activities under the new Act. Authorizes
the National Disaster Medical System, under the new Assistant Secretary
to provide for further National capacity during public health
emergencies.
2) Provides grants for training and education for where there are
shortages in categories of health care professionals to respond to
public health emergencies.
3) Establishes National system to help verify the licenses, credentials
and hospital privileges of health professionals who volunteer to respond
during public health emergencies.
4) Provides flexibility to allow the Secretary of HHS to supply actual
supplies, equipment, or services instead of, or in conjunction with,
grants.
5) Authorizes the transfer of funds during public health emergencies
without lengthy waiting periods.
6) There is verbage that includes that workers comp and coverage for
injury includes during authorized drills and training, not just during a
deployment.
HERE's the big one, employment rights while on deployment:
(3) EMPLOYMENT AND REEMPLOYMENT
RIGHTS.
(A) IN GENERAL.—Service as an intermittent disaster-response appointee
when the
Secretary activates the National System or when the individual
participates in a training
program authorized by the Assistant Secretary for Emergency Preparedness
or a comparable
official of any Federal agency specified in subsection (b)(2)(B) shall
be deemed ‘service in the
uniformed services’ for purposes of chapter 43 of title 38, United
States Code, pertaining to
employment and reemployment rights of individuals who have performed
service in the uniformed
services (regardless of whether the individual receives compensation for
such participation).
All rights and obligations of such persons and procedures for
assistance, enforcement, and
investigation shall be as provided for in chapter 21 43 of title 38,
United States Code.
(B) NOTICE OF ABSENCE FROM POSITION OF EMPLOYMENT.—Preclusion of giving
notice of service by
necessity of Service as an intermitent disaster-response appointee when
the Secretary activates
the National System shall be deemed preclusion by ‘military necessity’
for purposes of section
4312(b) of title 38, United States Code, pertaining to giving notice of
absence from a position of employment. A determination of such necessity
shall be made by the Secretary, in consultation
with the Secretary of Defense, and shall not be subject to judicial
review.
The list goes on, and its quite exciting legislation as it means Big $$$
for NDMS and official recognition of the program after all these years!

Volunteers from the Tulsa Amateur Radio Club helped to restore police and
fire dispatching service in Collinsville, Oklahoma, after flames destroyed
the city's radio gear and disrupted 911 service December 1. The
early-morning fire badly damaged the 88-year-old Collinsville City Hall,
which housed the community's police and fire departments and other offices.
"The city's communication system was functioning, but 911 calls were
re-routed to a nearby city, because all the dispatch equipment was lost in
the fire," said Oklahoma ARRL Public Information Coordinator Mark Conklin,
N7XYO. Even the antenna was lost. As a result, the city had to find a
temporary home for police and fire dispatch.
Collinsville, a community of some 4000 people, is located about 12 miles
north of Tulsa.
Conklin says Collinsville arranged to set up its dispatching center in the
Collinsville Rural fire station.
Area amateurs alerted to the devastating fire quickly responded to help, and
Tim Diehl, KB5ZVC, notified ARRL Oklahoma Section Manager Charlie Calhoun,
K5TTT. TARC Public Service Liaison Dan Lamoreaux, WG5Z, rounded up Gregg
Wonderly, W5GGW, Dave Smith, KD5OIJ, and Tom Roininen, KB5HMZ, as additional
volunteers. The volunteers brought the club's portable repeater system,
which had been built using commercial radio equipment converted for amateur
use.
Conklin says the amateurs reprogrammed the repeater for the police and fire
departments to use as an emergency dispatch radio. "By 9 o'clock that
evening all systems were totally operational and police and fire dispatching
was being handled though the club's loaned radio equipment," Conklin said.
Established in 1924, the Tulsa Amateur Radio Club is the state's oldest ham
radio club. It operates the W5IAS linked repeater system and its members are

of grainte city il. glad to see there is a place where all of us can
come together to discuss techniqes for or local situations insted of

County. I am not actually certified in sar but I am trained by the
local ESDA. I am asst director of the ESDA youth corp. A group of
local youth who assist ESDA when they need assistance with s.a.r.,
