I have been following the coverage of the Central Park Village development
stuff for a while now and I wanted to point out something that may be
obvious to most readers of this series of emails:

The THA is not asking the question of the current resident that they should
be asking.  What they are asking is something like: "Aren't these new
constructions a whole lot better than what you have now?"  Only a fool would
say that they are not a significant improvement.  When, in reality, what
they should be asking is:  "Would you allow us to build these new places if
you knew that you would be unlikely to pass the readmission application that
is required for all residents of the new place?"

Again, this may strike people as obvious, but the "resident's association"
has bought into the idea that anything would be better than what they have
presently - they haven't given much thought to the idea that some/all of the
current residents will be displaced.  Dr. Greenbaum pointed out, when
Civitas was first under construction, that what is actually happening is
that residents are expressing a disconnect - they understand that people
will be displaced, but they assume that they will be someone else.

Let's keep all this in mind as the project moves inexorably forward and
residents begin to be quoted.

Beverly, Shari, Wendy, and I attended.  It was very interesting.  I conferred
briefly with Jerome, Leroy and Don Wallace about our continued interest in
helping with the transition for residents and other issues where we have
something to offer.  They spoke several times about preserving and reusing the
Meachum School, an outcome that was not originally planned.  Much credit is owed
to David Butler and the community members he mobilized to make sure its historic
value was certified.

We welcome any advice and assistance that members of the list can offer our
ongoing effort to both measure and mitigate any adverse impacts of this
redevelopment.  We will be starting our meetings again soon.  If you have a
specific interest in being included, please let me know.

EJ is correct that the most difficult problem will be the disqualifiers that
have kept the vast majority of previous relocatees from being able to move back
into the redeveloped housing.  This issue is one of our top priorities.  Good
ideas are especially welcome on that.

Reading messages on the SCOPA YahooGroup about the concerns of Central
Park Village residents who will be displaced reminds me of the 1996 MA
thesis by Catherine Sugg:  "Relocation Case Study and Evaluation of
Displaced Tenants in Two Mobile Home Parks."  We should reread that.  We
might get some good ideas for dealing with this current problem.

it may be a good thing your computer doesn't like *.dats.  i don't recall
sending you an attachment.  if it was the email to scopa, i did include the

The FCD Young Scholars Program (YSP) provides approximately four
fellowships
of up to $150,000 each over a maximum period of three-years to study
issues
affecting the development of young immigrant children in the United
States.

YSP aims to stimulate basic and policy-relevant research focused on the
early education, health and well-being of immigrant children from birth
to
age 10, particularly those who are living in low-income families. Given
the
limited research on young immigrant children, proposals focused on
children
from birth to age eight are highly encouraged. YSP supports the career
development of young investigators - from the behavioral and social
sciences
or in an allied professional field - to attain tenure or who have
received
tenure in the last four years from a college or university in the United
States.

Immigrant children are defined as those having at least one parent who
was
not born in the United States. These children can be foreign-born and/or
United States citizens. Although the newcomer experiences of children
from
Puerto Rico and the territories of the United States are of interest,
the
New American Children Program and the FCD Young Scholars Program focus
primarily on immigrant children, particularly those who are living in
low-income families.

FCD is particularly interested in research that can inform policies
regarding the health and education needs of young newcomer children.
Proposals may include research designs for an empirical study, pilot
work
for a larger scale research project that will seek funding from other
public
and private funders, or analysis of data previously collected.

Research areas of interest are limited to the following:

Factors (e.g., individual, familial, cultural, neighborhood)
contributing to
both positive and negative outcomes for young immigrant children in
their
communities and schools.

Individual and group identity formation among young children from a
variety
of groups living in different environments.

The experiences of newcomer children in early education, kindergarten,
and
elementary school programs. What characteristics of these programs
foster
the cognitive, social, and emotional well-being of newcomer children?

Language development among immigrant children. What are the influences
of
different approaches to instruction for English language learners during
the
early education and elementary school years on educational achievement?

Evaluation of the impact of public policies in health and in education
that
affect the life prospects of newcomer children. What is the impact of
policies and practices in health care delivery on child health outcomes?

Eligibility

Scholars must have earned their Ph.D. within the last 15 years prior to
June
30, 2005 (seven years from completion of residency for M.D.s).
Applicants
must hold a Ph.D. or its equivalent in one of the behavioral and social
sciences or in an allied professional field (e.g., public policy, public
health, education, social work, nursing, medicine).

Applicants may either:

Not have received tenure and hold a full-time, tenure-track faculty
position
at an American college or university located in the United States.
Please
note tenure equivalent positions are not eligible for the fellowship.

Have received tenure within the past four years at the time of
application
and hold a full-time faculty position at an American college or
university
located in the United States. In the event that an applicant is being
reviewed for tenure at the time of application to the FCD Young Scholars
Program and is selected to receive the fellowship, evidence that tenure
has
been granted must be provided by the college or university to the
Foundation
for Child Development before the grant can be made.

Applicants must be United States citizens, permanent residents, or
international scholars who are affiliated with an American academic
institution during the duration of the award. Special consideration will
be
given to candidates who are more junior in their careers. Candidates
from di
verse backgrounds (e.g., ethnicity, discipline) are encouraged to apply.
The award is intended to support the individual career development of
the
recipient. Proposed research that is structured to include co-principal
investigators is ineligible.

Deadline

Completed proposals must be received in FCD's office on or before
Tuesday,
November 1, 2005. The deadline is firm. No email or fax submissions will
be
accepted. The review process for the FCD Young Scholars Program is
separate
from the review process for FCD. A letter of inquiry is not necessary.
FCD
Young Scholars Program proposals must follow the 2006 FCD Young Scholars
Proposal and Budget Format document.

Dear LPO members and friends;

 

I am sorry to have been out of touch. But I do have good news: AAA will be working with the Practicing Anthropology Working Group to provide a big booth at the meeting this year in Washington DC. The booth will include not only NAPA and LPOs, but all relevant AAA sections who attend. It is said there will be computers and maybe a video projector provided. I'll let you know as time approaches. The booth will be hope from 9 to 5, Thursday through Saturday (December 1 to 3). As ever, I would like LPOs to bring along flyers, notepads, information, pencils, and especially volunteers to be at the booth. I don't think there will be room for individual banners, though. Please begin to circulate the information among your membership and let me know ASAP so I can slot you in to your ideal time. I am hoping folks will volunteer for one or two hours, preferably though not necessarily concurrent. Just a quick reminder that paper and presentation submissions for the Southeast Evaluation Association (SEA) Annual Conference are due Wednesday, November 23, 2005.  The conference will be held in Tallahassee, FL on Feb 2-3, 2006. The original email announcement is below. 

Please see the attached brochure for instructions on submittals.  We welcome a variety of formats, such as individual paper presentations, panels or roundtables on evaluation issues, and mini-workshops on evaluation skills. We hope you will share your work and expertise.


AEA members in FL, GA, AL, SC and NC

The Southeast Evaluation Association will be holding its annual conference ("Designing Evaluations:  Fully Loaded") February 2-3, 2006 in Tallahassee.  The program will feature Dr. Laura Langbein, Professor of Public Affairs at American University, who is an expert on quantitative methods in evaluation and the integration of research design and data analysis to maximize the value of evaluation studies. The conference will be held at the Leon County Civic Center near downtown in Tallahassee.

In addition to serving as the conference keynote speaker, Dr. Langbein also will present a pre-conference workshop on Wednesday, February 1, 2006: "Designing Evaluations: Using Quantitative Methods and Research Designs Effectively." The Workshop will be held from 8:30-noon and 1:00-4:30 at the Park Plaza Hotel (formerly the Radisson Hotel) on Monroe Street.

We hope you will attend - and consider doing a presentation, panel or symposium. The deadline for submissions is Wednesday, November 23, 2005.  (See "Call for Proposals" on attached brochure.)

Please note that the conference will be an excellent training opportunity for graduate students who receive a special low rate for both the pre-conference workshop and the conference ($25 each).

Oddly enough, another year has passed.  It seems like just last week
people were arguing about California...in any case, Ellen Puccia has
graciously offered to represent SCOPA again this year and pass along
any relevant activities and information.  I let her know that I am
not really sure what to elaborate on as I haven't really had the
time to meet officially in regard to SCOPA with anyone.  I have had
some sidebar conversations, usually in passing that have generally
been something like:" You know, I think we need to
reincorporate..," or "I think Susan Greenbaum may be interested in
getting some help coding information relating to the work in Central
Park village," and "It would be interesting and fun to have a
conference in a few months so we can talk about all the stuff we
have been swamped with at our various agencies..."

If anyone would like to comment on what Ellen shared with us from
last year's meeting (I can't find the document in the archive or I
would have attached it - she posted in April of 2005 for those of
you that are email hoarders - I do remember that she had done some
networking with the High Plains folks who were interested in
attending any sort of conference if we actually do decide to
organize one; I believe she had some thoughts on how we could be
better organized as well...)

In any case, please share your thoughts, accomplishments and ideas
and or activities for the future as they may relate to SCOPA with
Ellen.  Either post to the group (which is nice because people can
take the opportunity to embellish...) or send them directly to

This is a three part reminder.

 

First, if you have not already done so, please let me know if you plan to bring any flyers or materials to the booth at AAA. The booth is under the sponsorship of PAWG. I have only heard from three or four LPOs who will be there; hopefully everyone will get flyers to the booth!

 

In addition, let me know if you will have anyone who can volunteer at the booth for an hour or two. Last time TAPAS really came through  but they have their own booth this year. WAPA is carrying most of the load with High Plains on board, as well as CALPO. Now I am talking in code; sorry. Anyway, let me know if someone can come out. In addition we are still looking for mentors at the nearby NAPA table; info can be found at http://www.practicinganthropology.org/?newsid=24. It is a good way to return a bit of good for the trade.

 

Of course the favorite topic is lunch on Friday. Let me know who will represent your group if you have not already done so. I hope to scout out venues this Sunday and will let you know details next week. Remember that lunch in Friday, noon to 2. The restaurant will be no more than a three minute walk from the hotel. This will be a roundtable so come prepared to discuss your current status, and group strengths and needs.

For months, the Coalition of Immokalee Workers (CIW) and allies across
the country have called on McDonald's to do the right thing: Follow
Taco
Bell's lead and work with the CIW to establish fair wages and working
conditions for the farmworkers who pick its tomatoes.

In March of this year, Taco Bell agreed to take responsibility for the
abysmal conditions faced by farmworkers who pick its tomatoes.  The
agreement established a partnership between Yum Brands, Taco Bell's
parent company, and the CIW and set several important precedents for
social responsibility in the fast-food industry.  Among those
precedents, Taco Bell agreed to pay a penny more per pound for the
tomatoes it buys from Florida growers -- an increase that could nearly
double workers' sub-poverty wages -- and to establish the first-ever
enforceable Code of Conduct for US agricultural suppliers.

Yet despite strong public support for the ground-breaking agreement,
McDonald's has steadfastly refused to follow Taco Bell's lead on this
simple path to justice.

Now comes the news that McDonald's has announced that it will offer
only
fair trade coffee in more than 650 of its restaurants from New York to
Maine. Fair trade coffee is a laudable initiative whereby major coffee
buyers, such as McDonalds, agree to pay a premium price
-- above market price -- so that workers who grow and pick their
coffee
can receive a fair wage and improved working conditions.

While McDonald's should be commended for addressing economic injustice
in its coffee supply chain, it continues to pay the artificially low
market price for tomatoes, a price that leaves farmworkers locked in
poverty and sweatshop conditions.

At the press conference ending the Taco Bell boycott, CIW member and
2003 RFK Human Rights Award Laureate Lucas Benitez addressed the vast
network of boycott allies directly, saying, "Our work together is not
done. Now we must convince other companies that they have the power to
change the way they do business and the way workers are treated."

So, this Thanksgiving season, when we traditionally celebrate the
harvest, let us also celebrate the harvesters. Join the CIW in calling
on the world's largest restaurant chain to stop dragging its feet and
to
work with the CIW to improve the wages and working conditions for the
men and women who pick its tomatoes.

Contact McDonald's today and demand they, too, pay a fair price for
their tomatoes and work with the CIW to end human rights violations in
the fields!

I will go there Weds to check acoustics; someone just warned it can get pretty loud there, although they said they could seat us in the back.  Prof. Stack recently retired from the faculty of the UC Berkeley College of Education.  She has made numerous contributions to the practice of ethnography, especially among African Americans.  Her landmark book, All Our Kin (1972), offered a serious and influential challenge to the 1965 Moynihan Report that suggested poverty among African Americans resulted from deficient families.  Her most recent work has been with teenaged workers in fast food in Oakland, California.  She has won numerous awards for her research and writing.

The JWB is an independent special taxing district with an annual budget of $55+ million and a staff of 63. Interim Director not eligible. Minimum Qualifications: Related master's degree and at least 5 years of responsible administrative or managerial experience in human services related to families and children. Greetings from a wet and windy Chicago. After this rather unseasonable
winter (warm, cold, warm, cold, etc.), it seems as if March is doing its
"lion" thing. Only time will tell if the lamb will follow. In the meantime,
our jonquils are already 3-4 inches tall - and yet we're sure to get at
least one or two more snowfalls. Such is the fate of spring flowers in
Chicago.

There is no particular "theme" to this newsletter, but I do have a number of
reminders and announcements to pass on. So here goes...

Although there have not been any great, earth-shaking events going on for
NAPA, it seems like this has been a very busy winter. Now, with the SfAA
meetings looming, and the deadline for AAA abstract submissions just a few
weeks away, I guess spring is really just around the corner. So here is a
reminder: if you plan to submit an abstract for a symposium or a paper for
AAA 2006, the deadline is March 31st this year - since April 1 falls on a
Saturday. And - that is when many of us will be at SfAA in Vancouver - so
plan ahead! If you are still thinking about a NAPA-sponsored invited
session, you must contact Eve Pinsker, NAPA Program Chair, right away. Her
email is epinsker@....

If you are thinking about a workshop, or already have one you want to
present, contact Leni Bohren, our workshop coordinator. Her email is
bohren@.... NAPA has had great success with our workshops and
we are always looking for new topics.

While we're thinking about SfAA - I want to remind you all that the NAPA
spring board meeting will be on Friday afternoon, March 31, from 1:30 to
5:00 or so, in the King George Room. All NAPA members are welcome to attend
(and contribute). Immediately following the board meeting, we will be
hosting our annual bash. The party is from 5:30 to about 7:30, and will be
held in the Oxford Room. Please plan on attending and bring along a
prospective new member. Students are especially welcome.

And while I'm on the topic of reminders: we are still looking for NAPA
members to join our various new committees. Positions are available on the
Membership Committee, the Nominations Committee, the Publications Policy
Committee, and the Organizational Relations Task Force. Please let me know
if you are interested in volunteering for any of these committees. I want to
thank those members that have already responded - you will be contacted
soon. Things are just taking a little longer than expected. The same is true
for the membership survey I promised you back in January. But, it is coming.

Lisa Kingston is the NAPA website content editor. Working with Eliot Lee,
our NAPA webmaster, she has been doing a terrific job of keeping our web
site up to date with news stories, job listings, and other timely
information. In order to streamline the process, if you have an
announcement, news item, or job listing to post on the website, please send
it directly to Lisa. Her email address is:
webcontenteditor@.... Also, remember that you can
access and update your own information by logging in to the website. You do
not need to do that through the webmaster or Lisa.

Here's another reminder. I must have ten strings tied on my fingers tonight.
However, I recently referred a NAPA member to ANTHAP, and found out that she
was not familiar with this listserv. Although it is not very active right
now, ANTHAP is alive and could be better - but that depends upon users
taking advantage of this great resource. ANTHAP is a listserv for
applied/practicing anthropologists, and is open to all NAPA and SfAA
members. We used to have some pretty lively discussions - and could again,
but it only works if we use it. The address is anthap@....

We are still looking for NAPA members who would like to get more involved
and serve on some of the new (and established) NAPA committees. These
include: Communications Committee, Mentor Program Committee, Membership
Committee, Ethics Training Program Committee, Employment Program Work Group,
Organizational Relations Committee, Publications Committee, and Nominations
Committee. In some cases we especially need people with specialized skills,
(i.e., marketing for the publications committee) but we need everyone's help
overall. Please let me know if you can participate. I also want to thank
those of you who have already stepped forward. We are getting organized and
will be implementing actions very soon, so stay tuned.

Following is a request for submissions that I received from Stacy Lathrop at
AAA. Please respond directly to her (email appears below). This is a great
opportunity for NAPA members to get their message out about the
contributions of practicing/applied anthropologists and what we do.

Seeing Humans, Society and Culture in Globalization

Corporations, firms, NGOs, non-profits, governments, universities,
policymakers and a host of other entities comprised of humans interact daily
in global networks. They are underpinned, for the most part, by a neoliberal
framework constructed in assumptions about rational choices. Many
anthropologists study these networks, frameworks and assumptions, grounding
them within particular sociocultural contexts. Anthropology, however, has
yet to engage in an exploration of its own assumptions, findings and
responses to "globalization" in an attempt to integrate our anthropological
understanding of these processes, to evaluate the questions that frame
research and advocacy and the methods used in carrying these out, and to
communicate our contributions in this area of research to our discipline,
policymakers and the public.

Anthropology News thus invites readers to contribute short commentaries of
1,000-1,200 words or research reports of 600-800 words that address the
following questions and issues.

How do anthropologists understand globalization? How do anthropologists
study these processes? What are the methodological challenges in studying
globalization? How should anthropologists now direct their research on
globalization?

What does anthropology contribute to studies on globalization that other
fields of study, such as economics, political science and sociology, could
miss? What are the possibilities for multi-disciplinary collaborations?

How do and should anthropologists understand globalization historically? How
can biological anthropologists and archaeologists contribute to place
globalization in historical context? What new forms of consumption and
global capitalism are currently emerging?

What entities (for example, World Bank, IMF, WTO) play a key role in
directing and regulating globalization today? What entities (for example,
NGOs, transnational networks and UN policies) have emerged in response? What
role(s) do anthropologists play within and in relation to these entities-as
employees, consultants, ethnographers, activists?

How do neoliberal policies impact humans? Is resistance positive in terms of
locals' relations to neoliberal globalization? What case stories exist of
such resistance? How else do humans relate to neoliberal policies, both
successfully and unsuccessfully?

What systems of local, national, regional and international regulations of
global markets and trade have existed and are emerging? What are the best
ways of understanding the efficacy of these systems anthropologically?

What are the new languages of protest and globalization activism? What role
do new technologies and media play in these protests? What role should
anthropologists have in these movements as scholars and citizens? And how
should or should not anthropological research inform advocacy?

What new categories of identity have emerged as a result of neoliberal
policies? How are these identities embodied, contested and related to other
identities? What new rights and ideas of social justice have emerged in
response to these new identities?

What role do new technologies play in new forms of global labor (for
instance, outsourcing, reconfiguring production practices)?

How have globalization studies de-stabilized ideas about
"modernity/traditional" in development studies? Are new binaries of "global
forces" and "local places" or "local authenticity" and "global domination"
useful? What about new studies on "cosmopolitanism"?

How do other domains of human existence (such as ethics, politics,
academics, family, journalism, art, environment, health) become reconfigured
through metaphors grounded in neoliberal frameworks? What are the
consequences of such borrowings? What role do institutions play in these
processes?

Anthropology News invites the submission of ideas, brief articles (400-800
words) and lengthier commentaries (1,000-1,400 words) on this topic and
these questions. Using examples from their own research and disciplines,
contributors are requested to submit their thoughts as an email attachment
to Stacy Lathrop, AN Managing Editor, slathrop@....

1.  Conference on Computer Supported Cooperative Work

CSCW 2006, the ACM Conference on Computer Supported Cooperative Work, is the
premier venue for presenting research and development achievements in the
design, introduction, and use of technology that affect groups,
organizations, communities and societies.  CSCW is soliciting
multidisciplinary proposals for its conference November 4-8, 2006 in Banff
