Hello LPO folks:

 

I had hoped to be writing today to confirm our venue for Friday's NAPA LPO luncheon. I did a scouting trip today but unfortunately both my top picks were not open for Sunday lunch. In any case, it should be one of these three (in order):

Afghan Grill, 2309 Calvert St

Lebanese Taverna, 2641 Connecticut Ave

A Taste of India, Connecticut Ave.

 

I will try to confirm a reservation tomorrow (Monday) and get back to you. If I don't, please check in at the PAWG table during the meetings; by then I'll have sorted it out and will post the info there. All of these restaurant choices are a 5 minute walk away, near the metro station. As ever, we can gather at the booth at 11:45 and walk together, or we'll just see you there.

 

Remember the lunch is noon to 2. We will discuss needs, general issues, and share information and suggestions on making LPOs stronger.

Hi again:

Please find attached a rough agenda for our lunch. I am delighted to note that NAPA president Micki Iris will be joining us to hear your thoughts and comments.

 

I called today and made a reservation for the Lebanese Taverna, 2641 Connecticut Ave NW. (http://www.lebanesetaverna.com/menus/rest_menu.php).   This is across the street from the hotel. I will go there Weds to check acoustics; someone just warned it can get pretty loud there, although they said they could seat us in the back. If there is a change I'll try to mail it on Weds and post the change at the booth where the NAPA stuff will be (PAWG [practitioners] booth). Since there will be 10-12 of us we really need someplace that's not overly loud. That ruled out the Irish pub nearby...

 Prof. Stack recently retired from the faculty of the UC Berkeley College of Education.  She has made numerous contributions to the practice of ethnography, especially among African Americans.  Her landmark book, All Our Kin (1972), offered a serious and influential challenge to the 1965 Moynihan Report that suggested poverty among African Americans resulted from deficient families.  Her most recent work has been with teenaged workers in fast food in Oakland, California.  She has won numerous awards for her research and writing.

Greetings from a wet and windy Chicago. After this rather unseasonable
winter (warm, cold, warm, cold, etc.), it seems as if March is doing its
"lion" thing. Only time will tell if the lamb will follow. In the meantime,
our jonquils are already 3-4 inches tall - and yet we're sure to get at
least one or two more snowfalls. Such is the fate of spring flowers in
Chicago.

There is no particular "theme" to this newsletter, but I do have a number of
reminders and announcements to pass on. So here goes...

Although there have not been any great, earth-shaking events going on for
NAPA, it seems like this has been a very busy winter. Now, with the SfAA
meetings looming, and the deadline for AAA abstract submissions just a few
weeks away, I guess spring is really just around the corner. So here is a
reminder: if you plan to submit an abstract for a symposium or a paper for
AAA 2006, the deadline is March 31st this year - since April 1 falls on a
Saturday. And - that is when many of us will be at SfAA in Vancouver - so
plan ahead! If you are still thinking about a NAPA-sponsored invited
session, you must contact Eve Pinsker, NAPA Program Chair, right away. Her
email is epinsker@....

If you are thinking about a workshop, or already have one you want to
present, contact Leni Bohren, our workshop coordinator. Her email is
bohren@.... NAPA has had great success with our workshops and
we are always looking for new topics.

While we're thinking about SfAA - I want to remind you all that the NAPA
spring board meeting will be on Friday afternoon, March 31, from 1:30 to
5:00 or so, in the King George Room. All NAPA members are welcome to attend
(and contribute). Immediately following the board meeting, we will be
hosting our annual bash. The party is from 5:30 to about 7:30, and will be
held in the Oxford Room. Please plan on attending and bring along a
prospective new member. Students are especially welcome.

And while I'm on the topic of reminders: we are still looking for NAPA
members to join our various new committees. Positions are available on the
Membership Committee, the Nominations Committee, the Publications Policy
Committee, and the Organizational Relations Task Force. Please let me know
if you are interested in volunteering for any of these committees. I want to
thank those members that have already responded - you will be contacted
soon. Things are just taking a little longer than expected. The same is true
for the membership survey I promised you back in January. But, it is coming.

Lisa Kingston is the NAPA website content editor. Working with Eliot Lee,
our NAPA webmaster, she has been doing a terrific job of keeping our web
site up to date with news stories, job listings, and other timely
information. In order to streamline the process, if you have an
announcement, news item, or job listing to post on the website, please send
it directly to Lisa. Her email address is:
webcontenteditor@.... Also, remember that you can
access and update your own information by logging in to the website. You do
not need to do that through the webmaster or Lisa.

Here's another reminder. I must have ten strings tied on my fingers tonight.
However, I recently referred a NAPA member to ANTHAP, and found out that she
was not familiar with this listserv. Although it is not very active right
now, ANTHAP is alive and could be better - but that depends upon users
taking advantage of this great resource. ANTHAP is a listserv for
applied/practicing anthropologists, and is open to all NAPA and SfAA
members. We used to have some pretty lively discussions - and could again,
but it only works if we use it. The address is anthap@....

We are still looking for NAPA members who would like to get more involved
and serve on some of the new (and established) NAPA committees. These
include: Communications Committee, Mentor Program Committee, Membership
Committee, Ethics Training Program Committee, Employment Program Work Group,
Organizational Relations Committee, Publications Committee, and Nominations
Committee. In some cases we especially need people with specialized skills,
(i.e., marketing for the publications committee) but we need everyone's help
overall. Please let me know if you can participate. I also want to thank
those of you who have already stepped forward. We are getting organized and
will be implementing actions very soon, so stay tuned.

Following is a request for submissions that I received from Stacy Lathrop at
AAA. Please respond directly to her (email appears below). This is a great
opportunity for NAPA members to get their message out about the
contributions of practicing/applied anthropologists and what we do.

Seeing Humans, Society and Culture in Globalization

Corporations, firms, NGOs, non-profits, governments, universities,
policymakers and a host of other entities comprised of humans interact daily
in global networks. They are underpinned, for the most part, by a neoliberal
framework constructed in assumptions about rational choices. Many
anthropologists study these networks, frameworks and assumptions, grounding
them within particular sociocultural contexts. Anthropology, however, has
yet to engage in an exploration of its own assumptions, findings and
responses to "globalization" in an attempt to integrate our anthropological
understanding of these processes, to evaluate the questions that frame
research and advocacy and the methods used in carrying these out, and to
communicate our contributions in this area of research to our discipline,
policymakers and the public.

Anthropology News thus invites readers to contribute short commentaries of
1,000-1,200 words or research reports of 600-800 words that address the
following questions and issues.

How do anthropologists understand globalization? How do anthropologists
study these processes? What are the methodological challenges in studying
globalization? How should anthropologists now direct their research on
globalization?

What does anthropology contribute to studies on globalization that other
fields of study, such as economics, political science and sociology, could
miss? What are the possibilities for multi-disciplinary collaborations?

How do and should anthropologists understand globalization historically? How
can biological anthropologists and archaeologists contribute to place
globalization in historical context? What new forms of consumption and
global capitalism are currently emerging?

What entities (for example, World Bank, IMF, WTO) play a key role in
directing and regulating globalization today? What entities (for example,
NGOs, transnational networks and UN policies) have emerged in response? What
role(s) do anthropologists play within and in relation to these entities-as
employees, consultants, ethnographers, activists?

How do neoliberal policies impact humans? Is resistance positive in terms of
locals' relations to neoliberal globalization? What case stories exist of
such resistance? How else do humans relate to neoliberal policies, both
successfully and unsuccessfully?

What systems of local, national, regional and international regulations of
global markets and trade have existed and are emerging? What are the best
ways of understanding the efficacy of these systems anthropologically?

What are the new languages of protest and globalization activism? What role
do new technologies and media play in these protests? What role should
anthropologists have in these movements as scholars and citizens? And how
should or should not anthropological research inform advocacy?

What new categories of identity have emerged as a result of neoliberal
policies? How are these identities embodied, contested and related to other
identities? What new rights and ideas of social justice have emerged in
response to these new identities?

What role do new technologies play in new forms of global labor (for
instance, outsourcing, reconfiguring production practices)?

How have globalization studies de-stabilized ideas about
"modernity/traditional" in development studies? Are new binaries of "global
forces" and "local places" or "local authenticity" and "global domination"
useful? What about new studies on "cosmopolitanism"?

How do other domains of human existence (such as ethics, politics,
academics, family, journalism, art, environment, health) become reconfigured
through metaphors grounded in neoliberal frameworks? What are the
consequences of such borrowings? What role do institutions play in these
processes?

Anthropology News invites the submission of ideas, brief articles (400-800
words) and lengthier commentaries (1,000-1,400 words) on this topic and
these questions. Using examples from their own research and disciplines,
contributors are requested to submit their thoughts as an email attachment

Conference Theme: "Webbed Anthropology: Articulating the Relationships
Involved in Our Efforts to Improve the World"

To apply anthropology is to enter into larger networks and movements
centered in social justice, cultural pluralism, sustainability, and more
specific contemporary human challenges. Looking broadly at our domains of
application, and our relationships to the various actors therein, is
strategically important in a globalized world where culture and power are
becoming ever more complex. In this context it could also prove insightful
to explore how our theories of social change inform our choices of how and
where to work.

This year's conference theme, "Webbed Anthropology," is intended to cause
reflection on the variety of relationships we cultivate in our work. Who are
we working for, with, and against? How has our training in anthropology
helped us to collaborate with people from other disciplines and from
organizations of various sorts? How do we interact with those in positions
of power? And what are we doing in the way of community empowerment and
participation? Finally, what associations need yet be made to address social
problems successfully?

Terry Redding is the NAPA liaison this year.  Is there anything anyone wants to share (or can share) with NAPA?  Heck, maybe someone has something they may want to share with the rest of us too...for example, here at the Children's Board, Slake and Amy have been trying to develop standards of practice around Empowerment Evaluation of contracts and grants (tricky stuff when there are inherent power relationships - raises the question of plausibility to some extent - stay tuned).  Kathy Maes and Christy Shuman (who was at USF but  has married and moved away to go do great things in Washington State...) have helped to bring "The Community Atlas" to life on the web (http://www.hillsborough.communityatlas.usf.edu/ ) - check it out.  It has been described by Bay News 9 as "A map on steroids..."  Brian McEwen has been busy with his child advocacy efforts.  Alvin Wolfe has been leading the Lutz Democrats to future victories in the democratic world.  And  Alayne Unterberger (oh, that is Dr. Unterberger to some of us...) recently facilitated a successful community meeting in the Town and Country area of Hillsborough around the issue of gang violence and continues to keep FICS a successful community resource. 
 
Do any of these folks have something to publish with the NAPA crew?  I don't know, though it is good stuff they are doing and they are trying to use anthropology while they do it. I don't think I am the only one, but maybe I am, when I admit that I do like to hear about the interesting stuff people are up to, and it gives me hope that I too, may one day be interesting as well...maybe others are a little like me (no, I don't mean boring, I mean interested in what other people are doing). 
 
If you have something you want to pass on to Terry, by all means, do so.  If you don't want to pass it on to Terry but simply want to share with the rest of us, well heck, that's just fine too.  And ...well, don't make me write the obvious from here...It's nice to have choices and be able to exercise them.

Do you have a set of deadlines you can send the LPO folks? I should note that the LPOs don't generate overly much copy but on occasion they have special events or activities they like to publicize.

Hi everyone,

Thank you Glenn for the update; I too love to hear what everyone is doing. I don’t have anything to share for the NAPA newsletter but can give a personal update. I have been very busy since my daughter, Abigail, was born on Sept. 13, 2005—shortly after the last AntConn meeting. Professionally, I will be starting as a project manager soon for the VA Patient Safety Center here in Tampa. My current position as a project manager for the VISN 8 Measurement & Evaluation Team, an internal evaluation unit, will be gone at the end of the fiscal year. I am pretty excited since I will be working on more research projects & have the opportunity to work on some very interesting studies.

SUBJECT:  Distinguished Alum Award Procedure

Among the conditions of the Distinguished Alum Award and the Friend
of Anthropology Award is the availability of awardees to participate
in the Applied Anthropology Colloquium ordinarily scheduled in
October.  Therefore, it has been suggested that the AntConn Committee
should give the Department Chair ranked lists of nominees much
earlier than we have in the past.

complained that they would like to have more lead time before

Terry Redding is the NAPA liaison this year.  Is there anything anyone wants to share (or can share) with NAPA?  Heck, maybe someone has something they may want to share with the rest of us too...for example, here at the Children's Board, Slake and Amy have been trying to develop standards of practice around Empowerment Evaluation of contracts and grants (tricky stuff when there are inherent power relationships - raises the question of plausibility to some extent - stay tuned).  Kathy Maes and Christy Shuman (who was at USF but  has married and moved away to go do great things in Washington State...) have helped to bring "The Community Atlas" to life on the web (http://www.hillsborough.communityatlas.usf.edu/ ) - check it out.  It has been described by Bay News 9 as "A map on steroids..."  Brian McEwen has been busy with his child advocacy efforts.  Alvin Wolfe has been leading the Lutz Democrats to future victories in the democratic world.  And  Alayne Unterberger (oh, that is Dr. Unterberger to some of us...) recently facilitated a successful community meeting in the Town and Country area of Hillsborough around the issue of gang violence and continues to keep FICS a successful community resource. 
 
Do any of these folks have something to publish with the NAPA crew?  I don't know, though it is good stuff they are doing and they are trying to use anthropology while they do it. I don't think I am the only one, but maybe I am, when I admit that I do like to hear about the interesting stuff people are up to, and it gives me hope that I too, may one day be interesting as well...maybe others are a little like me (no, I don't mean boring, I mean interested in what other people are doing). 
 
If you have something you want to pass on to Terry, by all means, do so.  If you don't want to pass it on to Terry but simply want to share with the rest of us, well heck, that's just fine too.  And ...well, don't make me write the obvious from here...It's nice to have choices and be able to exercise them.

Do you have a set of deadlines you can send the LPO folks? I should note that the LPOs don't generate overly much copy but on occasion they have special events or activities they like to publicize.

If folks would like me to collate and pass the news along, then sure, I'll do it.  If time somehow gets more complicated, or if people whine and complain about it, then I'll certainly let folks know that I can no longer do it and let those who feel vastly more skilled and qualified to carry on.  I do think however we do it, should get done.  I'll send out a quick poll to make sure this is what folks want to do, maybe someone else really wants to do it but hasn't had an opportunity to speak (so speak up if you are out there) - but let's not let waiting for a quick poll stop the collection of pieces.  Pieces can be sent to the list and in this way can continue to be archived.

The Florida Center for Survivors of Torture has been assisting victims of torture and persecution for five years in Hillsborough, Pasco, and Pinellas counties. The FCST is also providing services through the Victims of Crime Assistance Program (VOCA). The VOCA Program's objective is to connect with previously underserved, vulnerable, refugee and immigrant populations who are NON-English speakers, and have been in the U.S. for less than five years. There is absolutely NO Immigration status required to receive these free services.
 
The following is a list of some of the services individuals and families are offered:
  • Needs Assessment
  • Case Management
  • Assistance with applying to Victim's Compensation
  • Linkage with community services such as: legal, immigration, domestic violence, mental health, medical, and social services.
  • Advocacy
  • Family Violence Prevention Education

Dear Colleagues,

We are pleased to announce the next offering of the Global Course:
Achieving the Millennium Development Goals: Poverty Reduction, Reproductive
Health and Health Sector Reform" which will be held from
14-25 August, 2006 in Bangkok, Thailand.  The course explores key elements
in designing efficient, equitable and financially sustainable population
policies and reproductive health programs in the context of health sector
reform and Millennium Development Goals.  After attending the course,
participants learn to recognize how the changing international and national
policy environments affect their work in population and reproductive health
and to identify the linkages among health, gender and poverty.

This two-week course is designed for staff from governments, donor agencies,
international organizations, the World Bank, and NGOs working in the health
sector.  In addition, it targets staff from training and research
institutions, as well as academics and researchers working in the areas of
health, public administration and social sector reform.

The course is a face-to-face learning event and will be held at the
Chulalongkorn University in Bangkok, Thailand.  The sessions will consist of
presentations, readings, case studies and group work.  Participants must
have a good working knowledge of English to participate.

Participants will be charged a course fee of $2,000 and should expect to
incur additional expenses locally of $1,000-$1,200 including accommodation
and meals.  Participants are also responsible for purchasing their own
airline tickets.

Senate Panel Chair Asks Why NSF Funds Social Sciences

Why is the National Science Foundation (NSF) funding a study of a
women's cooperative in Bangladesh? Why are U.S. taxpayers footing the
bill for efforts to understand Hungary's emerging democracy? And why are
social scientists even bothering to compile an archive of state
legislatures in a long-gone era when those legislators chose U.S.
senators?

Senator Kay Bailey Hutchison (R-TX), chair of a panel that oversees NSF
and a member of the powerful Senate Appropriations Committee, put those
and other sharply worded questions to NSF Director Arden Bement last
week during an unusually combative hearing on the agency's 2007 budget
request. Hutchison signaled that she will be taking a hard look at NSF's
$200-million-a-year social and behavioral sciences portfolio, which
funds some 52% of all social science research done by U.S. academics and
some 90% of the work by political scientists. Hutchison made it clear
during the 2 May hearing that she doesn't think the social sciences
should benefit from President George W. Bush's proposal for a 10-year
doubling of NSF's budget as part of his American Competitiveness
Initiative (Science, 17 February, p. 929). And she suggested afterward
to Science that she's open to more drastic measures.

"I'm trying to decide whether it would be better to put political
science and some other fields into another [government] department," she
said. "I want NSF to be our premier agency for basic research in the
sciences, mathematics, and engineering. And when we are looking at
scarce resources, I think NSF should stay focused on the hard sciences."
Last week's hearing was not the first time Hutchison has taken a shot at
NSF's support of the social sciences. In a 30 September 2005 speech
honoring the winners of the annual Lasker medical research awards, she
backed a doubling of NSF's budget but added that social science research
"is not where we should be directing [NSF] resources at this time."
Hutchison tipped her hand a few months before the hearing by asking NSF
officials for abstracts of grants funded by the Directorate for Social,
Behavioral, and Economic Sciences (SBE) going back several years. But
the harshness of last week's attack caught the community by surprise,
leaving social scientists and their supporters scratching their heads
about how best to respond.

"In some ways, it's SBE that tackles the most challenging scientific
questions, because its research investigates people's behavior and
touches on the most sensitive issues in our society," noted Neal Lane, a
physicist and former NSF director now at Rice University in Houston,
Texas. "So I'm not surprised that it's been hard to articulate how it
connects to innovation and improving the nation's competitiveness."
Aletha Huston, a developmental psychologist at the University of Texas,
Austin, who wrote a letter to Hutchison before the hearing defending
NSF-funded work by herself and colleagues at UT's Population Research
Center, points out that "if you want to understand how to remain
competitive, you need to look at more than technology, . at the
organizational and human issues that play a role."

Hutchison says she hasn't decided how to translate her concerns into
legislation. One option would be to limit spending for the social
sciences in the upcoming 2007 appropriations bill for NSF. Another
approach would be to curtail the scope of NSF's portfolio in legislation
enacting the president's competitiveness initiative or reauthorizing
NSF's programs.

In the meantime, says sociologist Mark Hayward, who heads the UT
population center, it would be a mistake for social scientists to ignore
her concerns. "We have to be persistent and consistent in our message,"
says Hayward, who along with Huston hasn't heard back from Hutchison.
"We can't just say, 'My goodness, she's not paying attention.' "
