Senate Panel Chair Asks Why NSF Funds Social Sciences

Why is the National Science Foundation (NSF) funding a study of a
women's cooperative in Bangladesh? Why are U.S. taxpayers footing the
bill for efforts to understand Hungary's emerging democracy? And why are
social scientists even bothering to compile an archive of state
legislatures in a long-gone era when those legislators chose U.S.
senators?

Senator Kay Bailey Hutchison (R-TX), chair of a panel that oversees NSF
and a member of the powerful Senate Appropriations Committee, put those
and other sharply worded questions to NSF Director Arden Bement last
week during an unusually combative hearing on the agency's 2007 budget
request. Hutchison signaled that she will be taking a hard look at NSF's
$200-million-a-year social and behavioral sciences portfolio, which
funds some 52% of all social science research done by U.S. academics and
some 90% of the work by political scientists. Hutchison made it clear
during the 2 May hearing that she doesn't think the social sciences
should benefit from President George W. Bush's proposal for a 10-year
doubling of NSF's budget as part of his American Competitiveness
Initiative (Science, 17 February, p. 929). And she suggested afterward
to Science that she's open to more drastic measures.

"I'm trying to decide whether it would be better to put political
science and some other fields into another [government] department," she
said. "I want NSF to be our premier agency for basic research in the
sciences, mathematics, and engineering. And when we are looking at
scarce resources, I think NSF should stay focused on the hard sciences."
Last week's hearing was not the first time Hutchison has taken a shot at
NSF's support of the social sciences. In a 30 September 2005 speech
honoring the winners of the annual Lasker medical research awards, she
backed a doubling of NSF's budget but added that social science research
"is not where we should be directing [NSF] resources at this time."
Hutchison tipped her hand a few months before the hearing by asking NSF
officials for abstracts of grants funded by the Directorate for Social,
Behavioral, and Economic Sciences (SBE) going back several years. But
the harshness of last week's attack caught the community by surprise,
leaving social scientists and their supporters scratching their heads
about how best to respond.

"In some ways, it's SBE that tackles the most challenging scientific
questions, because its research investigates people's behavior and
touches on the most sensitive issues in our society," noted Neal Lane, a
physicist and former NSF director now at Rice University in Houston,
Texas. "So I'm not surprised that it's been hard to articulate how it
connects to innovation and improving the nation's competitiveness."
Aletha Huston, a developmental psychologist at the University of Texas,
Austin, who wrote a letter to Hutchison before the hearing defending
NSF-funded work by herself and colleagues at UT's Population Research
Center, points out that "if you want to understand how to remain
competitive, you need to look at more than technology, . at the
organizational and human issues that play a role."

Hutchison says she hasn't decided how to translate her concerns into
legislation. One option would be to limit spending for the social
sciences in the upcoming 2007 appropriations bill for NSF. Another
approach would be to curtail the scope of NSF's portfolio in legislation
enacting the president's competitiveness initiative or reauthorizing
NSF's programs.

In the meantime, says sociologist Mark Hayward, who heads the UT
population center, it would be a mistake for social scientists to ignore
her concerns. "We have to be persistent and consistent in our message,"
says Hayward, who along with Huston hasn't heard back from Hutchison.
"We can't just say, 'My goodness, she's not paying attention.' "

SCOPA members will be interested to learn that Richard Estabrook (MA,
Applied Anthropology USF) has been appointed Director and Public
Archaeologist at the FPAN Tampa Bay Center.  The FPAN Tampa Center,
based at the nationally recognized Museum of Science and Industry
(MOSI) in Tampa, will assist educators, government agencies, local
archaeological and historical groups, and the public to explore,
interpret, and protect Tampa Bay's rich archaeological heritage.  The
FPAN Tampa Bay Center is one of the three charter Public Archaeology
Centers that will be operational this summer
(http://www.flpublicarchaeology.org).

Richard has more than two decades of experience with the archaeology
of the central Florida, having conducted more than 500 archaeological
assessment surveys, 39 site evaluations, and seven major
excavations.  His research interests include lithic technology,
experimental archaeology, and computer applications in archaeology.
He plans to bring his enthusiasm for stone tools and field
archaeology to the Center.

Here's my garden update:  the squirrels are really enjoying the geraniums!

One of NAPA's major activities this year will be co-sponsorship of the 2nd
EPIC conference (Ethnographic Praxis in Industry).  This was a great
conference last year - so we are hoping that more NAPA members will get
involved and attend this coming fall.  The conference will be held at
Intel's Portland Oregon research campus - which should be a terrific
setting.  The dates are September 24-26, 2006.  There is a discounted
registration for NAPA members.  All registrants will also receive a hard
copy of the conference proceedings.

This conference offers a really unique opportunity for people to network in
a relaxed setting with applied ethnographers from a "Who's Who" of private
sector employers.  For those looking for career opportunities in this area,
EPIC will be a terrific venue for meeting potential employers and making
contact.

  Central Park Village Relocation Project

USF Collaborative for Children, Families and Communities

Neighborhood and Communities Workgroup

                                                 

This is an invitation to participate in a planning meeting to mobilize USF resources in social science/social work, planning, health, education, aging, and transportation to aid low income families in Tampa who are facing imminent relocation from Central Park Village, a downtown housing project slated for demolition and redevelopment. USF is in a unique position to offer researchable questions that will have broader impact on Central Park Village as well as on the surrounding neighborhood.

 

Planning meeting.  On August 24th, 2006, we will hold a planning meeting to discuss ideas for aiding the residents who are scheduled for relocation.  It will be held at the Florida Mental Health Institute, Room MHC 1503 from 10:00am to 12:00noon.  We are hoping to attract faculty, staff, and students from across the university whose expertise and research interests intersect with the needs of the relocation process.  Representatives of the Tampa Housing Authority and Central Park Village residents will also attend to outline their goals and begin a dialogue about the assistance we might provide.  Please let me know if you are planning on attending via email rpuddy@... or 974-7318.

 

Background. In February 2005, the Collaborative sponsored a day-long community forum to explore potential problems associated with prospective redevelopment of the Central Park facility and to identify areas of university-community collaboration in ameliorating these problems. Eighteen months later, redevelopment plans are nearly complete. The purpose of the proposed Collaborative effort is to follow up on suggestions that came forth in the 2005 forum (http://www.usfcollab.usf.edu/neighborhoodsdetail.cfm?areaID=5), as well as needs that have been identified since that event. 

 

About 1300 residents of Central Park Village will be relocated over the next year.  This process began in mid-July with a small number of emergency cases.  Large scale relocations are anticipated to start in the next 2-3 months.

 

Residents who will undergo this experience may improve the quality of their housing and neighborhood environments.  However, the transition will be challenging in significant ways. 

 

1.                  Many children will have to change schools. 

 

2.                  Youth will be exposed to new and potentially hostile neighborhood social systems.

 

3.                  Working adults without cars will have to negotiate unfamiliar and largely inadequate public transit services. 

 

4.                  Parents will need to secure child care and after school programs compatible with their new residential locations. 

 

5.                  People with disabilities or health problems will need to readjust their access to medical and other needed services.  Elderly residents will confront many new challenges.

 

6.                  Families and friends will find it more difficult to maintain contact with each other. 

 

Please join us to explore ways that the faculty, staff, and students at USF might be helpful to the residents who are going through this process.  This situation offers opportunities for both research and service learning.  It also provides a potential site for volunteerism, especially with tutoring and mentoring.  If you want to be involved, but cannot attend this meeting, or would like further information about it, please contact Susan Greenbaum (greenbau@...; 974-0777), Cheryl Rodriguez (crodrigu@...; 974-4435), or Harold Keller (hkeller@...;  974-6709).

I did not realize the CALPO folks were scheduled Friday am. That pretty much requires us to meet for lunch, 12:30-2:30.  But that means our NY rep is tied up and can't attend, and there is also some other activity Fri afternoon.

So, I want to throw out the possibility of meeting for breakfast on Saturday, say 8:30-10:30. We'll have to make one of those two possibilities work.

It's that time again for me to shake off the dust and get active again. Although I complain about the summer heat, it sure seems to fly by.

In any case I need a quick vote from everyone, as in the next few days, as to whether you would rather hold a 8 to 10 am breakfast type thing, or a noon to 2 p.m. meeting at the AAA meeting in November in San Jose. The date would be Friday, Nov. 17. This will be more than a meet&greet, I hope, and I will work to find us a space where we call all talk and be heard.

I would like to really hear about issues, concerns and problems that LPOs have, and whether we can brainstorm possible solutions, including those that would include NAPA support. For example, I am a member of WAPA and we always have a problem with tracking and maintaining membership lists. Maybe it's time to talk to NAPA again about piggybacking on their website to use their online system...

Of course we should also share success stories; those things you have been doing that gets an enthusiastic response from members, etc.

As we mostly know each other now, we will pass on the usual "state of the LPO" updates. We will introduce two new LPOs from Boston and New York, and it is hoped someone from those two groups will attend, as well as San Francisco, a rep from which has not yet been to one of our gatherings.

NAPA will have a table at the meeting as as usual you are encouraged to develop an organization flyer to hand out. This should be especially useful and important to the CALPO folks; meetings in your back yard should help recruit some new members.

So, let me know about whether you want to meet Friday am or pm. Neither time is great but they are mutually problematic for everyone. Those who submit opinions by next week will hold sway with the final schedule.

Please mention to your membership that we will need to fill time slots at the booth for the three days (one LPO member and one NAPA member at all times, Thurday to Saturday, 9 to 4).

PROPOSED DRAFT TITLE OF PROPOSED SESSION AT 2007 SfAA

South Florida’s impact on anthropology and society. 

 

DRAFT ABSTRACT OF SESSION:  The archives of the University of South Florida contains a list of forty-two works descriptive of the MA and PhD programs in applied anthropology published between 1974 and 1994.  At least two hundred graduates of those programs have now been out in the work force at least twenty years, and another hundred have been added to that in the past decade.  It is surely time to consider the impact of those professional practitioners on the discipline of anthropology and on the various professions in and around which they work.  To get the anthropological perspective on that these natives speak for themselves.

 

Proposed Papers in the Proposed Session:  

I will give an introductory overview. Michael Angrosino might give a paper. Michelle Ogilvie and Alayne Unterberger have offered to give papers.

 

We will have to negotiate quickly, because all SfAA registrations and paper abstracts and the session proposal and abstracts will have to go through us first and then into SfAA, all by October 15.  Your ideas and suggestions are welcomed, but they must be received quickly.

I still think it is a good idea to explore the concept of a roundtable
for this meeting...it would allow more participation, even if it is less
formal. It would be like a large focus group of sorts and I think it
would reflect well on the USF program. From there, John's got a good
point, we could solicit abstract/papers for PA or some other venue.

The other advantage of a roundtable might be that if people are already
committed to sessions, they should still be able to contribute to
roundtables...they don't count the same. In the past, that was the case
but we could check with the program chairs.

Greetings:

We have received our booth assignment from AAA and it is a pretty small table. If you are bringing materials to the booth, think 'compact.'

That said, the meeting is only 6 weeks away and I hope all of you, especially the folks with new LPOs, will be able to bring some sort of information/membership flyer to pass out at the table.

Towards the end of this month I will start filling in the schedule for staffing the booth, so I hope each of you will be able to recruit a few members to participate for an hour or so. The booth hours will be Thurs to Sat, 9 to 4. We also need instant mentors, so feel free to volunteer or recommend someone. Please pass the word to your members as possible.

There are several scheduling conflicts at this year's meeting, and it looks like Friday (11-17) is the least conflictive overall. CALPO has a session until noon, so I would like to propose that we have a meeting/luncheon from 12:30 to 2 pm. The theme for the meeting will be a needs assessment; that is, what are the greatest needs of your LPO, and how can these be realistically met.

Since time is short we will not do an introduction/overview for each LPO. Most of you know each other now but we will introduce those new LPO members. We also hope that the New York LPO rep will be able to make it for the last minutes, as her workshop is over at 1:30.

It is my understanding that there is a new SfAA LPO liaison coming on board: Bill Roberts, who is the current co-editor of Practicing Anthropology. We hope Bill will be able to strong-arm SfAA in being more helpful with LPO development efforts! As ever you should remember to send your news items to both SfAA and NAPA newsletter coordinators.

At present we are trying to find a quiet venue where we can meet and eat and still hear ourselves. I hope to have this sorted out soon.

So, develop your flyers and find a few folks for the booth, and consult with your members as to your group's greatest needs. I look forward to seeing everyone!

I am SAM, an Iraqi refugee living in Lebanon at the moment; I have spent the
last 10 years of my life as a refugee registered with the UNHCR in Beirut. The
last 4 years, I have spent as an activist for peace and human rights (especially
refugees and asylum seekers) on the Internet; I'm also books author and ebooks
publisher. I have launched many campaigns to improve our situation as refugees

Hello Everyone:

I have attached a rough agenda with details on our Friday luncheon. If you do not receive the attachment let me know. As you can see we are on a very tight schedule; this means we'll have to stay on task. The CALPO folks are going to have a busy day...

Also attached is a list of attendees to date. Please review this to ensure accuracy. If no one is listed by your LPO it means I have not received a confirmation for an attendee. Some of you have already alerted me that no one can attend from your group, but if I have missed someone please let me know.

Thanks to those of you who submitted needs assessments. They will be useful for the luncheon. If you have not done so, please consider jotting a few lines relating the state of your organization.

There are probably other items to mention but this should do for now. If you have a special order wish for your lunch sandwich please stop by the booth on Thursday and leave a request. I'll make the lunch run friday morning!

As mentioned in a prior message, we still need booth volunteers, and all LPOs should try to send an information sheet for the booth.

CLEARWATER, FL – The Board of Trustees of Allegany Franciscan Ministries announces approximately $1.5 million of available funding in grants to nonprofit organizations in the Tampa Bay area.  Allegany Franciscan Ministries will make grants to community-based programs that utilize effective partnerships to increase access to health services and expand wellness education for underserved populations in Hillsborough and Pinellas Counties.  Funding will be available to promote health services and create healthy communities recognizing the multiple dimensions of health including physical, social, mental, spiritual, and cultural.

USF Department of Anthropology Second in U.S. in Public Engagement

 

TAMPA, Fla. (Jan. 18, 2007) – The University of South Florida’s department of anthropology is second in the nation in public engagement, according to a recent ranking by the Hawaii-based Center for Public Anthropology.

 

The ranking assesses academic departments’ levels of public visibility and engagement, using factors such as citations in public media, collaborative programs involving the community, and the engaged scholarship and outreach of individual faculty members.

The USF department of anthropology is widely recognized for its focus on applied anthropology, and has several active engaged units, including the Alliance for Applied Research in Education and Anthropology, the Center for Applied Anthropology, and the West Central Regional Public Archaeology Center.

 

“This is an excellent recognition of the department’s national visibility,” said Elizabeth Bird, chairperson of the anthropology department at USF. “It is especially gratifying that this came just as USF is being recognized by the Carnegie Foundation as an Engaged Institution; we certainly believe we have contributed to this in a significant way.”

 

Bird and fellow anthropology department faculty member Susan Greenbaum were listed with more than 50 citations in the public media, as determined by a LexisNexis search.

Among the programs that led to the USF anthropology department’s high ranking:

 

• The Alliance for Applied Research in Anthropology and Education (AAREA), a research group led by Kathy Borman, one of USF’s “Million Dollar Researchers.” AAREA coordinates several major grants (NSF, DOE etc) that conduct research in schools and universities looking at the effectiveness of educational reforms and programs

 

• The West Central Regional Public Archaeology Center, part of the Florida Public Archaeology Network. Funded by state funds through the department, and housed at the Museum of Science and Industry in Tampa, the center (and the network’s) goal is to increase public awareness and education about archaeology. Another goal of Public Archaeology is the preservation of fragile prehistoric and historic sites past that are being destroyed at an alarming rate through natural process and development.

 

• The annual Field School in Costa Rica: Globalization and Health, led by Nancy Romero-Daza and David Himmelgreen, which trains students in applied research methods; students then carry out original research on topics designed by community members, such as HIV/AIDS prevention and nutritional issues, and present results to the community.

 

• Multiple faculty applied projects, partnering USF faculty and students with communities in the U.S. and abroad.

 

• Multiple public outreach activities, including the USF anthropology department’s series of radio programs in 2006  year with WMNF Radio, our workshop for public school teachers on Teaching Evolution, or work being done to provide forensic training to law enforcement personnel.

 

The ranking included 394 schools, with Michigan State University at the top, followed in the Top 10 by USF; University of Pennsylvania; Arizona State University; University of California, Berkeley; Emory University; University of Arizona; University of California, Irvine; University of Michigan, Ann Arbor; Boston University; and University of Washington.

 

The assessment was done through a survey of anthropology faculty members throughout the United States, with a response rate of over 40%; a total of 394 schools were included in the assessment. 

 

The University of South Florida is one of the nation’s top 63 public research universities as designated by the Carnegie Foundation for the Advancement of Teaching. USF received more than $310 million in research contracts and grants in 2005,  and it is ranked by the National Science Foundation as one of two of the nation’s fastest growing universities in terms of federal research and development expenditures.  The university has a $1.6 billion annual budget and serves 44,038 students on campuses in Tampa, St. Petersburg, Sarasota/Manatee and Lakeland. USF is a member of the Big East Athletic Conference.
