The NH Community Development Finance Authority seeks an experienced Community Development Manager to oversee grant/loan-making and monitoring, assist in the evaluation of current programs and the development of new tools to help communities meet the needs of low- and moderate-income citizens.  Responsibilities will include management of the grant and/or loan-making process, supervision of portfolio management staff and preservation of strong relationships with community and community development organization stakeholders.

Responsibilities:  Manage and evaluate the Community Development Block Grant grant-making and monitoring process.   Oversee implementation of a new loan program to finance energy efficiency upgrades for municipal buildings. Work with a senior portfolio manager to oversee Neighborhood Stabilization Program grants. Work with the portfolio management team to effectively deploy and monitor Community Development Tax Credit funding. Assist senior staff with the creation of other community development funding sources and activities. 

Education and Experience:  Three to five years of experience in the following:  implementing CDBG program; implementing and/or managing federal or state grant programs, tax credit programs, or other grant making programs; and managing community development, community based energy efficiency, and/or broadband infrastructure loan programs, or related double-bottom line loan or investment programs. Demonstrated skill in developing programs, evaluating program effectiveness and/or market position. Supervisory experience is desired.  Masters degree in Community Economic Development, Public Administration, Business Administration – Finance, or related degree is desired.  Experience can be substituted for educational requirements.

Tampa, FL: Town n Country is a fusion of Latino and other cultures and we are going to celebrate our diversity through the arts, food, music and of course dancing on Friday, October 16, 2009 from 5-8 PM at the Hanley Plaza, 6704 Hanley Road, Tampa FL 33634. Maxima 92.5FM and 11 organizations participating, with our major sponsors being Bank of America, Suncoast Schools Federal Credit Union and CiCi’s Pizza.

Parents are contributing ethnic foods from their home countries and their children, FICS’ Multicultural Family Center participants, will perform Latin Drums, capoeira and more! The Institute for Women’s Policy Research (IWPR) seeks an experienced social science researcher with excellent management, program and business development, and public presentation skills to strengthen and lead the strategic growth of its policy research portfolio.  Expertise in employment and labor markets, poverty and inequality, or health economics desired.        
IWPR is a Washington D.C.-based think-tank that conducts rigorous research and disseminates its findings to address the needs of women, promote public dialogue, and strengthen families, communities, and societies. Position Summary: 
The Director of Research’s primary responsibilities will be to:

• Ensure the strategic and effective conception, design, development, implementation, and dissemination of high quality, policy-relevant research that addresses the information needs of policy makers, advocates, and the public.
• Manage and develop a small but highly skilled research staff, currently including directly overseeing 5 Ph.D./MA-level researchers, and several consultants, who in turn supervise research assistants, research interns and fellows, and additional research consultants.
• Play a lead role in fundraising from private foundations and government sources to meet research budget targets (currently $1.9 million per year), in collaboration with the Institute’s development department.  This will involve meeting with potential funders, developing new research, and leading and contributing to the research grant proposal process.
• Develop and track the research department budget.
• Represent the organization to the public through presentations and relations with the media.
• Spend a percentage of time directly involved in funded research in their area of expertise.
• Serve on the organization’s management team and as liaison to the research and program committee of the Board of Directors.
• Lead and convene the organization’s external Program Advisory Committee to receive expert input on program direction.

Desired Skills, Qualifications, and Expertise:

• Ph.D. in economics, sociology, public policy or a related discipline; rigorous training in quantitative and gender-related social science research methods; at least five years of post-Ph.D. work experience.
• A strong record of publication and presentation of policy-relevant research.
• Excellent staff management and supervision skills, including at least five years of personnel management experience.
• Financial and budgeting acumen.
• An entrepreneurial orientation and evidence of success raising funds for research.
• Outstanding program and management skills.
• Excellent capabilities in organizational development, team-building, motivating staff, and creating a positive, vision-driven work culture.
• High-level experience in an applied policy environment, and deep expertise in several policy areas affecting women and families.
• A passion for contributing to gender and racial/ethnic equity, and to improving the well-being of low-income families.
• A love of the research process.

This Friday, 11/6, we are hosting a consultant visit by Jean (Jay) Schensul of ICR in Hartford and Diane Austin of BARA at U of Arizona.  They will be consulting about the Center for Applied Anthropology.  You are all welcome to come and meet with them at either 2PM or 3:30.  We will gather in SOC 37. 

Your input as practicing anthropologists who are familiar with local agencies and issues would be extremely valuable in this discussion.  We are hoping to build CAA into a platform for more coordinated and effective applied anthropology here in the Tampa Bay region and beyond.

The Urban Charrette: advocating for the design of a livable Tampa

To all --

I have just completed a minor project some on this list might find of interest.

For many years now, I have been teaching political economy based on the analysis provided by Henry George in his works. When Henry George wrote, he took for granted that most of his targeted audience would have some familiarity with history and the writings of his contemporaries and predecessors. Whether this was the case regarding the reading audience during the late 19th century, it is certainly not the case today.

To overcome this shortcoming, I have tried to put together a cohesive story of how societies settled, organized and lost their communitarian (i.e., community-oriented) structure and became dominated by hierarchies. A study of history reveals very clearly that with hierarchy societies experience the permanent presence of poverty.

Although there have always been individuals who fought for justice in their societies, a critical mass of momentum for change was reached during the late 19th century, but with very mixed results, leaving us today with a world where for at least one-fifth of the population there is little or no hope of rising out of poverty.

That should get it started on its own and it will continue. For some reason the narration on slides 11 and 12 do not play, but after that its plays fine.

We have come through yet another very difficult year, and the prospect for resolving (or even mitigating) any of our major challenges seems remote. But, as the saying goes, unless we develop a sound understanding of the past, we are doomed to repeat our mistakes.

Organizational Information

The Children’s Alliance of New Hampshire is a 20-year-old nonprofit independent advocacy organization committed to improving the lives of New Hampshire children and families by shaping statewide public policy. The Children’s Alliance is the parent organization for the New Hampshire Child Advocacy Network (NH CAN), a policy collaborative of almost 100 child-serving organizations and individuals, and the state affiliate of the national Annie E. Casey Kids Count program, providing state-based research and data on children and their families.

Scope of Position

The Public Policy Director is a new full-time position that reports to the President.  The Policy Director is responsible for coordinating a major initiative at the federal, regional and state levels focused on poverty reduction for children and their families.  The Policy Director will collaborate with members of the New England Poverty Reduction Consortium and other key organizations.  In addition, the Policy Director will have primary responsibility for research, writing, and policy analysis including facilitation of New Hampshire-based Kids Count work.  And, the Policy Director will contribute to the NH CAN’s yearly legislative advocacy agenda.  For more information about the Children’s Alliance, go to www.ChildrenNH.org.

The Policy Director works with minimal day to day supervision.  Therefore, the Policy Director’s ability to function independently, prioritize tasks and jump into the many Children’s Alliance-related groups is essential.  The ideal candidate will be an organized self-starter who is personable, creative, and flexible, has a history and passion for public policy and poverty work, strong research and writing skills, and a willingness to work for change in a challenging economic environment.  This is a full-time position with benefits.

Responsibilities

1.  Research and Policy Analysis

§       Design, develop and organize state- and local-level initiatives in line with the New England Consortium’s federal poverty reduction policy agenda, including interaction with New Hampshire’s congressional delegation and staff

§       Analyze current policies and systems, economic/political environments and feasibilities for future policy development

§       Work with Public Policy Committee, Board and staff to develop poverty reduction policy goals and implement them.

§       Research best practice approaches to address target policy issues and customize to specific needs of New Hampshire’s population

2.  Advocacy and Communication

§       Convene and mobilize partners across sectors around specific poverty issues

§       Monitor bills of interest, and develop, deliver, and follow-up on outreach to legislators through testimony and other lobbying opportunities

§       Act as the Children’s Alliance liaison to other organizations, including attending meetings and participating in coalition efforts to promote poverty reduction.

§       Coordinate and draft Children’s Alliance position statements and comments on designated issues. Draft testimony, position papers and research briefs as needed.

§       Explain and promote the public policy and issue awareness goals of the Children’s Alliance using print, media, and other outlets, including briefings, seminars and symposia.

3.  Administrative

§       Support overall work of the organization, including dissemination of Alliance products to state and national networks.

§       Recruit and supervise interns and volunteers as needed.

§       Exercise flexibility in meeting emerging needs and challenges.

§       Other duties consistent with position as directed.

Desired Qualifications

§       Master’s degree in public policy and relevant work experience OR significant public policy work history, preferably on both state and federal levels

§       Proficiency in research, analysis and writing

§       Proven record of legislative accomplishments

§       Excellent verbal and written communication skills
