Call for Proposals
Integrating Community Indicators and Performance Measures

The Community Indicators Consortium (CIC), as part of a grant from the new cic logo
Alfred P. Sloan Foundation, is seeking proposals to write "Real Stories" of communities, organizations, and/or jurisdictions that have tried, successfully and not so successfully, to integrate community indicators and organizational performance measures.

The Real Stories project is intended to provide real life examples of the advantages and challenges to both community indicator and organizational performance measurement projects as a result of integrating or linking these two types of efforts. The published Real Stories, from 5-20 pages in length, will be used to advance the knowledge of community indicators-organizational performance measures integration and for training and other outreach material to community leaders as a way to improve or inform decision-making and create measurable, positive change in communities.

We are looking for proposals from individuals and groups who are directly involved in these efforts as well as individuals and organizations that work with community indicator and performance measurement projects. A stipend of $2,000 will be awarded for each Real Stories published.Three-to-five Real Stories will be selected for publication in 2010.

The deadline for submitting proposals for the 2010 Call for Real Stories is June 22, 2010. Notification of selected proposals and guidelines for development will be sent on July 15th. The deadline for the written first draft is September 15, 2010.

Visit the CIC web site for more information about the Real Stories project and the call for proposals. You can also download the Real Stories Proposal submittal form in Word format for more details, or contact the Project Steering committee at CIPM@...

Sam's Club will offer small-business loans

Program will focus on minority-, women- and veteran-owned businesses

BENTONVILLE, Ark. — Sam's Club said Tuesday it will offer small business loans of up to $25,000 to its small business members.

The division of Wal-Mart Stores Inc., which is based in Bentonville, Ark., is testing a program with Superior Financial Group, one of 13 federally licensed nonbank lenders, and will offer $5,000 to $25,000 loans to members who qualify.

Sam's Club says 15 percent of its business members reported they were denied a loan in a November survey. That's up from 12 percent in April 2009.

The program will focus on minority-, women- and veteran-owned businesses.

Sam's Club members who apply for a small business loan during the pilot will receive $100 off the application fee, a 20 percent discount and a discount on interest rates.

Businesses can pay $35 for a membership to Sam's Club that includes three annual membership cards that allow them to shop at 600 Sam's Clubs in the U.S. Sam's Club offers other memberships to consumers and businesses that cost as much as $100 annually depending on the features included.

Although the economy has grown for three straight quarters, tight credit remains a problem for many consumers and businesses.

"Access to capital is a major pain point for our members," said Catherine Corley, vice president, membership at Sam's Club.

Subject: Collateral and limiting exposure on micro-loans

Greetings –

I am working with a small micro-lender in the Northeast that is reviewing its loan approval guidelines. Historically, the fund has secured loans (up to $35,000) by accepting personal and business assets as collateral. Unfortunately, during this recent economic downturn, the organization learned just how limited this collateral really is – if a borrower defaulted and the loan was sent to a collections agency, the lender was likely to receive no more than 30 cents on the dollar, and often less than that. Traditional collateral, such as a car, equipment, house, or other business assets, are just not practical for a small non-profit lender to repossess and resell.

So, my question is, do you (small CDFI micro-lender) use personal and business assets as collateral? Beyond the symbolism, how valuable is such collateral when a business goes into default? Do you have a policy about limiting exposure when using such collateral?

Other related questions: If you don’t use business or personal assets as collateral, do you rely on a co-signer? A third party guarantor (city agency or other lender)? Do you engage in purely “character” lending?

We would like to come up with meaningful policies and procedures for establishing collateral requirements and would like to know what others are doing and, most importantly, what works best?

Thanks, and please reply directly to me,

Hi LPO leaders and all,

As Ellen Puccia, the new LPO Liaison for NAPA, probably told you already, I had to step down in the middle of the 5 year term as LPO Liaison. Our company went through a merger plus I travel so much for the job that I just couldn’t do the Liaison position justice anymore.  I am so grateful to Ellen for taking over.

For those of you who I got to meet at the last 3-4 luncheons during AAA and at the booth during AAA, thank you! You’re in good hands with Ellen now and I wish you all well with your LPOs. LPO leaders are the unsung heroes of Anthro. You help so many people in their careers and the work you do is important for the profession, so keep on organizing!

‘Hope to see you around at the conferences, or if you’re ever in Chicago, look me up.

All the best,

Rebecca

Hello, LPO members.

As the AAA annual meeting is rapidly approaching, there are several items I would like to make the LPO's aware of before the meeting.

1.  NAPA/LPO booth volunteers: NAPA and the LPO's will have time at the AAA booth as well as our own booth at the Employer Expo and at the Student Saturday Grad School Fair.  We are looking for volunteers to work an hour each (or more) at the NAPA/LPO booth on Thursday, Friday, and Saturday (Nov 18-20, 11am-1pm).  On Friday, Nov 19, NAPA will have a booth at the Employer Expo (11am-4pm).  On Saturday, Nov 20, NAPA will have a booth at the Student Saturday Grad School Fair (10am-2pm).  With so much traffic from students and early career professionals, this would be a good way to meet potential new members for your organization.  No special knowledge is needed.  Info about all LPO's will be available at the booths.  The location of the booth will be listed in the conference program.  Volunteers should sign up with Ellen Puccia: epuccia@....  Please see attached sign-up sheet.

2.  Represent your LPO at the LPO luncheon:  On Friday, Nov 19, from 12noon-2pm, we will have our annual LPO luncheon at a nearby restaurant.  This will be primarily a social function where we can informally discuss news and issues relevant to LPO's.  This would be a great time for new LPO organizers and more seasoned LPO participants to share their experiences from many perspectives.  There are several options for lunch, but we are trying to find a place with New Orleans cuisine.  The LPO member from your organization who plans to attend the luncheon should e-mail Ellen Puccia, epuccia@... as soon as possible.

Thank you so much for your help with these matters.  I look forward to hearing from you.

Hello, SCOPA members.  If anyone is attending the AAA annual meeting this year, please consider volunteering an hour or more of your time to become an instant mentor to a student or early career professional.  This program has been a great success at past meetings, and all of us at SCOPA have a great knowledge base we could share.

Please contact the mentor coordinator, Ellen Puccia, epuccia@... to reserve your preferred time slot.  Please see attached sign-up sheet.

This is really a great topic for SCOPA.  I'm glad they published this because I do agree with the premise.  It is simply too hard for academicians to stay academic if they then try to implement and realize the potential of CBPR. Places like FICS and ICR are needed to form a bridge and create the space for communities to really own the projects and to realize the true potential of CBPR.  It's a long commitment and involved process but so worth it.

Impact of Community-Based Participatory Research Increases With Greater Dissemination

Academic institutions, community partners and researchers can all help by expanding their roles in CBPR projects.
Unlike traditional medical research, Community-Based Participatory Research (CBPR) places an emphasis on making sure that community members who help researchers conduct studies in their neighborhoods will be included in discussions of findings and receive advice on how to make use of them when appropriate. But new research shows that the quality and extent of CBPR follow-up varies widely and, as a result, researchers and community members are often unable to make the best use of study results.

To better understand how CBPR can be more effective for all involved, Robert Wood Johnson Foundation (RWJF) Clinical Scholar  2007-2010 Peggy Chen, M. D., has just completed a study that shows researchers, academic institutions and communities how to greatly increase community participation and the possibility that study findings will be implemented in community settings.

Chen also highlights examples of CBPR projects that work well for all participants.

Call for Abstracts

Drug and alcohol addiction and mental health disorders are prevalent, often go untreated, and if treated, the process of care for these conditions often does not meet basic quality standards. Receiving adequate service for behavioral health disorders is especially acute in the most vulnerable and needy groups, including older populations, racial/ethnic minorities, persons with lower educational levels, and those with early onset of behavioral health disorders. These groups often delay seeking care, or seek care in the general healthcare sector rather than in specialty mental health service settings.

The lack of attention to behavioral healthcare conditions contributes to global disease burden and is a significant cause of disability. It is now well-recognized that the co-occurrence of DAAMH and general medical disorders is high, and comorbidity and mortality increase when conditions co-occur, often resulting in the utilization of acute medical services. A focus on disparities in service access and delivery has increased over the past decade, even predating the IOM’s 2003 report entitled Unequal Treatment: Confronting Racial and Ethnic Disparities in Health Care.

Emphasizing the need for a coordinated focus in research addressing healthcare disparities, The National Institutes of Health recently (September, 2010) announced the transition of the National Center on Minority Health and Health Disparities (NCMHD) to the National Institute on Minority Health and Health Disparities (NIMHD). The NIMHD will plan, coordinate, review, and evaluate minority health and health disparities research activities conducted and supported by the NIH institutes and centers.

To further emphasize the need to prioritize research examining behavioral healthcare disparities, this conference seeks to examine investigative efforts focused on

  • Disparities in behavioral healthcare service access and delivery
  • Innovative strategies to decrease disparities in diverse populations (gender-based, racial/ethnic minorities) and settings (rural vs. urban; primary and mental healthcare)
  • Disparities in general health care access occurring as the result of the presence of a behavioral healthcare condition
  • Issues of stigma and cultural salience as they impact service access and delivery, and
  • Healthcare policy and legislative changes impacting behavioral health service disparities.

This scientific conference will encourage linkages between the often separate areas of behavioral services research into a more integrative behavioral health services research (BHSR) platform and will emphasize the a ‘key theme’ of the National Healthcare Disparities Report (AHRQ, 2009) related to service disparities experienced by persons with mental health and substance use disorders.

In this third year of a 3-year NIDA R13 scientific conference grant (with additional support provided by NIMH and NIAAA), conference organizers will continue their effort to 1) develop a collaborative and strategic research agenda to improve access to and the quality of behavioral healthcare to people (across the life span) who suffer from drug abuse, problematic alcohol use, and mental health problems, and, 2) engage and partner researchers and other key stakeholders such as afflicted individuals, families, providers, policymakers, and communities to contribute to and implement a quality improvement agenda. A ‘virtual collaboratory’ will also be used to connect conference participants and to encourage and support the development of new research teams.

Currently there is no one place for addictions, mental health and alcohol services researchers to meet exclusively and at one time on shared priority topics germane to behavioral health services research (BHSR). No professional group or association for BHSR exists. Common problems abound and often work does not cross the disciplines, so this 2011 scientific conference will highlight innovative strategies that explore and address the issue of services disparities in the delivery of behavioral healthcare focusing on a broad range of research examining

  • ‘State of the Art’ interventions developed to close the gap in disparities
  • The roles different settings, including homes, schools, and workplaces, can play in creating and changing disparities
  • Patient-provider interactions as they contribute to or ameliorate disparities
  • Community-based participatory research on service disparities
  • The role of cultural competence in addressing disparities
  • Improvements in the measurement of service disparities and impacts, and,
  • Healthcare financing, legislation, and policy changes as they influence service disparities.

The conference will be held in Arlington, VA on April 6-7, 2011 with post-conference methods workshops on morning of April 8th. The Ritz Carlton Pentagon City (Arlington, VA) will be the setting for this year’s meeting. Individual paper, poster, think tank and symposia abstracts are being solicited. Significant networking opportunities will be available and students may apply for a limited pool of travel stipends. Please consider submitting an abstract to the conference through our website at http://bhsr.fmhi.usf.edu

All abstract submissions MUST be received by December 3, 2010 at 5pm EST.

Hi everyone,

Sorry for the delay in responding. I am going to be at the AAA meetings this week. I haven’t had much time to look at the program and figure out my schedule before now.

Alayne, if you change your mind about going, I can attend the LPO luncheon on Friday.

Ellen, I can’t do the NAPA/LPO booth on Saturday but could some other time Wed-Friday.  If you have any mentor spots that still need to be filled, let me know.

I should have mentioned in the meeting yesterday that the GS9 Project Manager position that will function as the PrOMOTE study coordinator for the Tampa VA SCI Center closes tomorrow.  (see actual announcement details below).  If you know someone who would be interested in this position, please forward the announcement and encourage them to apply.  The position is a term position but is funded full time for 5 years.

I want the Tampa Site to have a really great coordinator for this study so please get the word out to qualified people.  People who have done well in this position in the past include nurses, medical students/recent pre-med grads, mph, social work etc.  It is not discipline specific but calls for someone who is organized, detail oriented, and has good communication and interpersonal skills.  Basically think of someone who can work well with patients and teams, as well as handle boat loads of data.

Feel free to call me if you need more info about the actual role or duties involved.

Thanks,

APHA's Public Health Association

January 2011

Dear glenn:

On behalf of the American Public Health Association (APHA), it is my pleasure to announce the call for applications for the 2012 APHA Public Health Fellowship in Government.   This is fifth year that APHA is offering this fellowship which has been described as an “amazing” and “phenomenal” experience by previous fellows.

Candidates must have strong public health credentials and be interested in spending one year in Washington, D.C. working in a congressional office on legislative and policy issues related to health, the environment or other public health concerns.

The fellowship will begin in January 2012 and continue through December 2012. The fellowship provides a unique learning experience for a public health professional to gain practical knowledge in government and see how the legislative and public policy process works.

Applications and additional information are available at http://www.apha.org/advocacy/fellowship/.  Hard copies of the application, including a CV and three letters of recommendation, are due to APHA by April 4, 2011.

All candidates:
