Well, I can see a couple of reasons for this...one is that people could
pick the stuff up, haul it off, and never return it for the forensic
investigation; pick it up and damage possible clues for the forensic
investigation; and given that there are probably oodles and oodles of
hazardous substances used in the construction of the shuttle, file a
claim against the government for exposure to hazardous materials (I mean
there are nickel based alloys and copper-beryllium alloys in the
shuttle, check out the MSDS sheet for Cu-Be alloys).
