Cygo is NOT about colonizing the moon or Mars and it's not about building giant wheels in space. Only a few small spinners are needed and then only to prep anyone that's been living in micro-G for a long time for a return to earth so their hearts don't stop working after they land on the planet. Some small wheels may be needed in manufacturing and agriculture. Important elements of the city should be mobile in case of any incoming asteroid or whatever.
