As I commented over on the Space Elevator group, 230 Mpa is strong for paper, but Kevlar is ~3,000 Mpa, and even that is not stong enough for a space elevator....

Paper can be made many ways, if you blast these fibers into a mold and set them with epoxy instead of making a thin film of paper, they'll be cheap and strong....
