Well if they scream, I don't think that they are foraging.
Anyway it is quite easy to see when they are feeding that low.
You can even hear their bills snapping the insects.
Maybe an ant-nest was releasing the young queens in the neighbourhood ?
They are very fond of that kind of food, and sometimes feed on them quite lowly, as I could see last month in the street next to my mother's home.

They were flying very low above my head, less than meters, screaming, almost in a frenzy. I can only assume they were feeding on the insects rising from the lawn being cut.
