Responsibilities:
o Serves as an expert career information resource for project
managers, DOL/ETA and staff in guiding project development,
maintenance, testing and outreach activities of CareerOneStop the
CareerOneStop suite of websites - COS Portal page, America's Job
Bank, America's Service Locator, America's Career InfoNet and
Workforce Tools of the Trade (see www.CareerOneStop.org for links).

o Advises and assists project managers and DOL/ETA in
developing project plans and strategies, ensuring that they are
aligned with project goals and the needs of workforce development
customers.
o Provides technical assistance to develop new and revised
procedures to collect, revise, update, and maintain workforce
development content and data.
o Participates in website development, maintenance and
testing.
o Evaluates customer feedback, usability results and usage
statistics to recommend new tools and functionalities.
o Develops functional specifications and evaluates technical
specifications for web site enhancements.
o Evaluates technical specifications for enhancements.
o Performs content design, development and documentation.
o Develops test plans and coordinates testing.
o Manages and documents website changes and additions.
o Works with internal and external customers including iSeek
Solutions to develop and implement collaborative development
projects.
o Develops and delivers customer-focused presentations to
foster collaboration and outreach.

Minimum Qualifications:
o Three (3) years of work experience in human resources
management, career counseling, economics or related fields.
o Detailed technical knowledge of the web site's subject
matter and technical requirements.
o Knowledge of web development, statistical analysis, research
methods, and occupational, educational, skill, and industry coding
systems.
o Software literacy including database, spreadsheet, and word
processing software. Additional knowledge that is valuable includes
ASP, XML, Oracle and DreamWeaver.
o Strong interpersonal and communication skills (written and
oral).
o Experience with teaching/training, preparing reports,
marketing, and making presentations and an ability to present
complex concepts to non-technical audiences.

Preferred Qualifications:
o Bachelor's or Master's degree in in Business,
Information Technology, Economics, Human Resourses, Counseling,
Communications, English, or related fields
