Director of Health Policy
The Center on Budget and Policy Priorities <http://www.cbpp.org>, a
policy institute that works on national and state issues, is seeking a
Director of Health Policy. The Center has attained a national reputation for
its unique capacity to blend rigorous, timely analyses with activities
designed to enable policymakers in Washington and the states to make use of
its work.
The Center's health division <http://www.cbpp.org/pubs/health.htm>
undertakes extensive work at both the state and federal levels to expand
health insurance coverage to low-income children and parents through
Medicaid and the State Children's Health Insurance Program. The project
focuses on maximizing opportunities at the state and federal level to assure
that Medicaid and SCHIP funds are used to provide affordable, comprehensive
coverage to as many children as possible, improving the coordination of
separate SCHIP-funded programs with Medicaid, addressing declines in
Medicaid enrollment among eligible families precipitated by welfare program
changes, and simplifying the application process for families. The project
also works on federal and state efforts to expand coverage to other
populations and has been particularly involved in efforts to expand coverage
for low-income working parents. In conducting policy work, the health
division considers impacts on low and moderate income people, fiscal
implications, interactions with other means-tested programs, and political
and administrative feasibility. Health policy staff also collaborate with
the Center's tax staff to analyze proposals such as medical savings accounts
and health tax credits, as well as with other divisions working on income
support programs. In the coming year, the Center expects to expand its
health work to include Medicare policies that affect low income elderly
populations. The health division also works closely with the Center's child
health outreach project, Start Healthy Stay Healthy

organizations undertaking outreach throughout the country.
The Director will provide leadership and direction to the Center's
health policy work and manage the work of its highly skilled team of policy
analysts. The director will work with staff to set priorities for the
project, supervise the development and writing of research projects and
strategy papers, identify and assess new opportunities for health policy
work, and guide staff as they provide technical assistance to state and
federal policymakers and organizations. The Director also authors papers and
is directly involved with designing policy and programmatic options at the
federal and state levels. Providing information and technical counsel to
federal and state policymakers on legislative, regulatory, and
administrative issues is an integral component of this position. As the
principal spokesperson for the Center on health issues, the Director will
deliver speeches and testimony, conduct trainings, and provide information
to the press. In conjunction with the Center's Development staff, the
Director will meet with the project's funders and assist in producing
foundation proposals and reports.
Candidates for this position must demonstrate
* both in-depth knowledge of health policy issues for low income,
uninsured, and underinsured populations and
* experience working at a senior level to affect health policy at the
state or federal level.
The candidate must have
* excellent writing and analytic skills, experience developing and
analyzing policy and programmatic options, and
* a demonstrated capacity to work with policymakers and non-profit
organizations
* the ability to think strategically about opportunities to affect
policy, to balance competing priorities, and to work collaboratively with
colleagues.
Candidates should have at least ten years of relevant experience; a
graduate degree in public health or public policy, or a law degree, is
desirable.

Position Description
Rainbow Research, Inc. seeks a Research Associate. The person selected
will work with Rainbow colleagues in developing research, evaluation and
organizational studies, tools, and services with socially concerned
organizations to:

This is an excellent opportunity for a person experienced in working
with community based or other non profit organizations, developing
evaluations and research projects that support organizational
improvement, and managing all phases of the research/evaluation process
from proposal development through reporting.
The primary duties of the position include: conceptualizing,
coordinating, and conducting evaluation, research, and capacity building
projects on budget and on time; writing reports and other products;
cultivating potential clients; developing proposals for research and
evaluation project funding; networking with clients, funders,
researchers, and others in relevant fields.
Qualifications: Masters degree in social or behavioral sciences,
education, public administration, public health or allied research
discipline, or equivalent experience. Two-eight years experience in
research, evaluation, organizational development and consultation.
Experience working on issues with marginalized populations and
distressed communities and with systems reform a plus. Skilled in
designing and using a range of quantitative and qualitative techniques
including (a) interviews, focus groups, observation; (b) surveys,
questionnaires, self assessment tools; (c) empowerment/participatory
research. Ability to work creatively and to foster innovative ideas.
Experience successfully preparing grant proposals and designing
research; experience working in teams of varied size and composition;
demonstrated oral and written communication skills with diverse popular
and professional audiences; comfortable working with diverse groups and
in varied settings adapting methodologies and self presentation in a
culturally competent manner.
Personal Qualities: The successful candidate will be equally capable of
working as a team member, leading a team and/or working independently;
will have the ability to manage multiple projects simultaneously; will
be comfortable with the ambiguities and tensions of work in which
differing viewpoints are encouraged.

On November 13-14, 2001 at the National Institute of Health's Natcher
Conference Center in Bethesda, Maryland, the Office of the Assistant

This solicitation seeks research papers for presentation at the conference
related to the topic of how working poor families cope with the demands of
work and family and how these tradeoffs affect the well-being of their
children. We expect that the conference will be attended by senior
government officials, advocates, and social scientists.
Papers should address topics relevant to the coping strategies of low-wage
working families (the working poor) as they balance work and family with
particular reference to the well-being of their children. We seek papers
grounded in solid research that use quantitative and/or qualitative methods,
and presented in accessible narrative so as to give policy makers a better
understanding of how low-income families are coping with work and family
demands, how strategies influence outcomes for families and children, how
context defines in part the choices families face, how the current policy
environment conditions family strategies, and how policy might better assist
low-income families.

By August 24, 2001, please submit a three-page abstract including: (a)

It has been five months since the last TCRG meeting took place on
February 8th of this year. During that time, the Urban Coalition was
in the midst of searching for a new research analyst - Allan Malkis'
successor. I am that new research analyst, having joined the Urban
Coalition a little over a month ago. I will be convening the TCRG
monthly meetings from now, with the help of Allan Malkis handling
the
e-mail list, and Moira Gaidzanwa - research director & vice-
president
of the Urban Coalition. I look forward to meeting all of you. The next
brown bag meeting will be next Thursday, July 12th at 12 noon -
1:30
p.m. at the Urban Coalition. The topic will be "utilization of census
data". We will have census data experts from the State
Demographic
Center (Barbara Ronningen and/or Martha McMurry), Ramsey
County (Marcy
Karcz), and the City of St. Paul (Mark Vanderschaff) speak on a
panel
about different uses of the census data (e.g. planning), release
dates, who has what data, and which department/agency is
specialized
in what type of census data. We are still trying to get a
representative from the St. Paul Met Council to be on that panel,
and
will let you know once that confirmation is made. Census data
experts
in Minneapolis & Hennepin County have been invited to attend the
meeting (not on the panel, due to the time crunch) to share uses of
the census data in their county/city. We know that there are others in
the group who are very knowledgeable in this area, and encourage
you
to also offer your experience... We hope that those who are able to
attend will make it, and we can all share information. This will also
be a good time for me to meet with TCRG group members. Please come

Senior Program Officer
The Center is seeking a highly motivated, skilled, and experienced
professional to develop evaluation tools and methodologies for
community-based partnerships. The Center is currently funded to
characterize, assess, and foster the effectiveness of collaborations and
to
identify infrastructures and policies that facilitate collaboration among
diverse individuals and groups. The Senior Program Officer will work
closely with people in partnerships and apply his or her expertise to
several projects. Using a participatory process, this individual will
develop evaluation frameworks that partnerships with common goals can use
over time to measure their progress and success. The Senior Program
Officer will also develop new, creative approaches to evaluating the
effectiveness of training programs designed to assist different kinds of
partnerships in achieving their goals, and will work on the development
and
evaluation of self-assessment tools for partnerships.
Applicants for this position must have: 1) a doctoral degree in a
relevant
field (such as public health, sociology, social work, and political
science); 2) at least 5 years' experience designing and implementing
participatory evaluations; 3) substantial experience working with or in

Refugee Mental Health: A policy report based on interviews with counselors and social workers serving Southeast Asian populations in Minnesota.
subtitle: "Things I did not learn in graduate school such as how to write policy recommendations based on ethnographic fieldwork, and writing for legislators."
This month's speaker is David Zander, Research Analyst with the State Council,on Asian Pacific Minnesotans, who will report on his findings about refugee mental health. Depending on the interests of the group David will either talk in depth about fieldwork methodology or focus more on his experiences writing up qualitative research.
David is a qualitative researcher trained in cultural anthropology fieldwork who spends his time in two very different social worlds - the Southeast Asian cultures and the legislators around the state capitol. He has produced a number of reports on topics such as welfare reform, compulsive gambling and Asian Juvenile Crime Prevention.

2) In March 2001, do the same for the following databases:

3) Analyze the data in these databases, producing a variety of reports including:

4) Compare 1998 giving with 2000 giving using the reports described above
5) Calculate hypothetical amounts available to parties and caucuses in 2000 if campaign finance limits had been in place.

Ideally the candidate would be available on an ongoing basis to do time-sensitive data-analysis throughout the legislative session.
We use Panorama software for Macs and will need the data in this format at the end of the project. We would like all of the results in files and printouts, and, in some cases, graphs.

GENERAL INFORMATION: The Council Investigation and Research Center (Council Research) provides research and analysis to the Saint Paul City Council and individual Council Members representing the City’s seven wards. As part of its legislative authority, the City Council may request investigations into the affairs of the City and the performance of any department, office or agency. Council Research supports the Council’s legislative oversight responsibility by providing an independent examination of City operations selected for review by the Council. Council Research also provides Council Members information on various issues at the Council’s request. Findings are presented to the Council in a variety of formats depending on the type of research involved and the complexity of the issue. Products may range from a brief memorandum to an in-depth policy analysis or performance audit report. Findings are customarily presented to the City Council with recommendations for action. DUTIES & RESPONSIBILITIES:
— Conduct both short- and long-term public policy research on issues of local concern. POSITION ANNOUNCEMENTS
Position Title: Labor Specialist/ Coordinator of Labor Programs
Position Overview:
The UC Berkeley and UCLA Centers for Labor Research and Education have received a substantial increase in funding in large part due to the California Federation of Labor's support for the establishment of a new Institute for Labor and Employment within the University of California. We will be hiring ten full-time academic positions, five at UCLA and five at UC Berkeley.
There are four major programmatic areas that the Coordinators and Specialists will work on:
1) the development and implementation of a California Union Leadership School, to assist in training and educating current and future California labor leaders;
2) the development of labor education initiatives within the State of California, including teaching, convening conferences, and launching innovative educational programs for unions and workers throughout the state;
3) research and publication on significant labor policy issues, grant writing, engaging with key stakeholders, and disseminating the research to labor and community leaders, scholars and policy makers;
4) developing a research and teaching program within the University of California, which includes expanding the labor studies curriculum, promoting labor and employment research within the university, administering student internship programs, and developing creative university and labor partnerships.
Duties:
The Coordinators and Specialists will be responsible for conducting labor education and research, teaching in the field of labor education, and working with university faculty, staff and students, labor leaders, rank and file union members, and other workers. They must be adept at work both within the university and within the labor movement. The Coordinators and Specialists will be responsible for organizing and developing conferences, seminars, and training programs for unions and workers. Ability to work in a collective environment, as well as independently, is essential.
Qualifications:
Candidates must have at least a Bachelors degree and preferably an advanced degree in a discipline relevant to labor studies, labor education or labor relations. At least five years of experience in worker education, labor research, and/or union administration is required. Good research and writing skills are important. Bilingual abilities, knowledge of the California work force, and knowledge of labor unions and labor organizations are also assets.
Salary: Salary is competitive, with excellent benefits.
