Yep - you have to make the PCB yourself.

And No and Yes! - It doesn't just plug in.  You have to program the microcontroller by downloading the hex file to it, usually via a programming board or evaluation board.  Then you can either write a small program to capture the serial input that you get from the arbiter, or use the program that you can download from the site.
