Genetic modifcation will not alter the binding energies of deuterium. The two have nothing to do with each other. Deuterium is not something you can work around. It's not an option for use in terraforming.
Neon/Argon ratios are dependant on the initial concentrations in the accretion disk of the early solar system. No-one know those values to say what they should be now.
Why would you think ozone has anything to do with trapping Hydrogen?

result would be relatively toxic to non genetically modified life.
I sent in a second note that seems to have gotten lost... essentially
asking why the Neon/Argon ratio is so low on Earth... About 0.0018%
Neon, and 0.93% Argon.
One would expect the opposite.
Somewhat similar ratios are found on Venus, but not on Jupiter.
This would indicate to me that the Hydrogen Trapping is far more complex
than implied, and probably has a lot to do with Ozone trapping hydrogen,
a "cold trap" for water, and etc.
