In the Old Testament sequence (The Torah sequence)

0 1 2 3 4 12 5 6 9 7 8 11 13

Peter is number One among the disciples. That is why he is named

Peter,i.e. the rock and foundation (TAURUS 1, fixed earth).

Paul
