All reports should be locked, should have a Table of Contents, should reference that TOC in the body of the report, and should contain a statement to the effect that, if the security features are compromised it voids the appraiser's signature.
 
A geek can still get by all these precautions but I want them to earn their money.

Oh, man. Mine are locked. That doesn't mean a computer geek couldn't open it, but it keeps the majority of folks from changing it. I had a lender call me one time, and ask how she could remove a photo page. She said she did it ALL the time on other peoples appraisals. I explained I locked mine because some lenders, not her of course, would change important items (value, photos showing condition).
 
I have also had a company tell me something needed changing and they asked me if I wanted them to do it, or if I wanted to make the changes.

Tell a report to print to PDF, a screen will pop up, at the bottom right is a security settings link, open that and there are check boxes to tell it to lock...
