One thing to try is reinstalling the software making sure to do a full
installation. I've read more than once that people are missing filters because
they didn't do a full installation.
I always do a custom installation so I can make sure everything is being
installed.

No, I don't know about the filters. Maybe someone else can comment.
I wonder if v11 will handle some other file format, in which case you
could convert the JPEG file to that format. TIFF is a very old format,
for example, so one would expect v11 to handle it.
