April 2009 the UK Government says in reply to UKQRM's petition:

As with all electrical and electronic products sold in the UK, Power Line
Technology (PLT) equipment is required to meet the relevant regulations
before it can be placed on the market. In particular, it must comply with
the Electromagnetic Compatibility Regulations 2006.

So the case is clear! these non compliant PLT devices must be withdrawn from the market and we look to Ofcom to take swift action.
